Bac Ninh regulates the purchase price of specialized cars, determined by the Chairman of the Provincial People's Committee based on the ability to allocate budget and vehicle purchase price at each time to match the market price and ability to allocate budget. .
Regarding vehicle management methods as follows: Assign agencies, organizations, and units that have standards and norms for using cars to directly manage cars to serve common tasks, including: Provincial offices; agencies and units under the Provincial Party Committee; Departments, committees, branches and equivalent at provincial level, socio-political organizations at provincial level.
Regarding vehicle purchase costs, Bac Ninh stipulates that for off-budget state financial funds, state-owned enterprises, and public service units with autonomy in regular and investment expenditures, there are vehicle usage standards. Funding for vehicle procurement is self-funded by the unit, the state budget is not used for procurement.
For the remaining agencies, organizations, and units at the provincial level: funding for car procurement comes from revenue from public service activities, public service development fund, and other legal financial sources according to the provisions of the Law. laws at the unit and the state budget at the provincial level.
For district-level agencies, funding for car procurement is according to current budget decentralization, the State Budget Law and documents guiding the implementation of the Law.
Bac Ninh also stipulates fixed costs for car use. Accordingly, agencies, organizations, and units implement the budgeting of car use according to Decision No. 162/QD-UBND of the Provincial People's Committee: the maximum budget for business trips within and outside the province is no more than 6 million VND/person/month (including tolls); or arrange business trips within the province with a maximum contract of 5 million VND/person/month (including road tolls) and pay outside the province according to reality.
Agencies, organizations, and units with titles that use vehicles for general work but do not meet the standards for car arrangement are eligible for the above-mentioned quota.
