The People's Committee of Bac Kan province is seeking comments on the draft Decision of the Provincial People's Committee regulating the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation business in Bac Kan province (including motorbike taxi drivers).
Notably, according to the draft, people working in the passenger and goods transport business (including motorbike taxi drivers) must have their own uniforms. The deadline for comments is December 6, 2024.
Article 7 of the draft stipulates passenger and cargo transportation business activities as follows:
Organizations and individuals conducting passenger and cargo transportation business must register with the People's Committee of the commune, ward or town where they register their operations.
The People's Committees of communes, wards and towns manage the use of motorbikes, rudimentary vehicles and similar vehicles operating in the business of transporting passengers and goods in the area.
Motorbikes and rudimentary vehicles are allowed to transport passengers and goods on all roads in Bac Kan province (except for roads and sections with signs prohibiting or restricting operations). Operating hours are 24/7.
Drivers of motorbikes, rudimentary vehicles and similar vehicles when transporting passengers and goods in traffic must have their own uniform to distinguish them from other traffic participants; the uniform is chosen by the organization or individual and must be registered with the People's Committee of the commune, ward or town where the operation is registered.
Organizations and individuals participating in transporting passengers and goods by motorbikes, rudimentary vehicles and similar vehicles shall pick up and drop off passengers depending on the needs of passengers and stop and park to wait for passengers or load and unload goods at locations and areas that are not prohibited in Bac Kan province, but must ensure the safety of passengers and other road users.
Encourage the development and application of information technology in passenger and cargo transportation business activities in Bac Kan province.
