The decision clearly states that public assets are cars for general work assigned to the Tan Son Commune Party Committee for management and use according to regulations.
Accordingly, the car has the brand name: Mitsubishi, model: Outlander, License plate: 98A-007.46, year of manufacture: 2016, price is 1,144,000,000 VND, remaining value is 533,561,600 VND.
The Tan Son Commune Party Committee directs its affiliated professional units to coordinate with relevant agencies and units to complete the handling and receipt documents; accounting; report on asset declaration on public asset management and asset management and use software in accordance with current regulations.
Heads of agencies: Provincial People's Committee Office, Department of Finance, Tan Son Commune Party Committee and relevant units and individuals shall base on the Decision on implementation.
Regarding the issuance of cars for general work at the commune level, the Government issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of cars. The Decree takes effect from July 1, 2025.
According to the new regulations, commune-level subjects are allowed to use cars for general work to perform duties and tasks assigned by agencies, organizations, and units (not used for transportation and pick-up from place of residence to agency and vice versa) including:
Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee at the commune level; Deputy Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Vice Chairman of the Vietnam Fatherland Front Committee at the commune level.
Along with commune-level titles, the following titles are granted equivalent cars, including:
Positions and positions with a position allowance coefficient or position salary higher than the title of department head, department head and equivalent but not eligible to use a car for the title prescribed in Articles 4, 5, 6 and 7 of this Decree.
Director, department head and equivalent; deputy director, deputy department head and equivalent.
Vice Chairman of the People's Council, Vice Chairman of the People's Committees of provinces and centrally run cities (except for Hanoi and Ho Chi Minh City).
Director, deputy director of the department and equivalent at the provincial level.
Heads and deputy heads of agencies and units under or directly under departments, units and equivalent organizations (not public service units) are organized vertically located in provincial or inter-provincial or municipal levels.
Members (members) of the board of members, the board of directors, deputy general directors of economic groups; company chairmen, directors, deputy directors and equivalent positions at state-owned enterprises.
Cadres, civil servants, public employees, and workers assigned to perform specific professional tasks are stipulated in the regulations on management and use of public assets of agencies, organizations, and units.
