The Ministry of Public Security is submitting the third draft of the Decree on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points.
According to this draft, the authorities will apply the measure of vehicle confiscation to drivers who commit one of the following violations:
Release both hands while driving; use your feet to drive; sit on one side to drive; lie on the seat to drive; change drivers while the vehicle is moving; turn around to drive or drive blindfolded.
Control the vehicle by running on one wheel for a two-wheeled vehicle, by running on two wheels for a three-wheeled vehicle.
In addition to having their vehicle confiscated, drivers who violate the above regulations will also have their driving license deducted 12 points.
The draft also stipulates confiscation of vehicles for violations of driving vehicles manufactured or assembled in violation of traffic regulations.
Committing the following acts in case of not having a Vehicle Registration Certificate or using a Vehicle Registration Certificate not issued by a competent authority, with incorrect chassis number, engine number of the vehicle or erased without proving the origin of the vehicle (without documents, certificates of vehicle ownership transfer or documents, certificates of legal vehicle origin) will result in confiscation of the vehicle.
These are the acts: Driving a vehicle without a Vehicle Registration Certificate as prescribed (or a certified copy of the Vehicle Registration Certificate accompanied by the original valid receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) or using an expired or invalid Vehicle Registration Certificate (or a certified copy of the Vehicle Registration Certificate accompanied by the original receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch).
Using a vehicle registration certificate (or a certified copy of the vehicle registration certificate accompanied by the original receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) that has been erased; using a vehicle registration certificate (or a certified copy of the vehicle registration certificate accompanied by the original receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) with an incorrect chassis number or engine number or not issued by a competent authority.
