The Ministry of Public Security is sending the Ministry of Justice for review of the draft (third time) Decree on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points.
Article 32 of the draft on penalties and deduction of driving license points for vehicle owners who violate regulations related to road traffic. Accordingly, the authorities will impose penalties for a number of violations related to motorbike documents as follows:
Fines from VND 100,000 to VND 200,000 for individuals, from VND 200,000 to VND 400,000 for organizations that are owners of motorbikes, mopeds (motorbikes) and similar vehicles that arbitrarily change the brand or paint color of the vehicle that is not in accordance with the Vehicle Registration Certificate.
Fines from 400,000 VND to 600,000 VND for individuals, from 800,000 VND to 1,200,000 VND for organizations that are owners of motorbikes and similar vehicles, similar vehicles to motorbikes, committing one of the following violations:
Not performing the vehicle registration transfer procedure (to transfer the vehicle owner's name in the Vehicle Registration Certificate to one's name) as prescribed when purchasing, being given, being gifted, being allocated, being transferred, or inheriting property that is a motorbike, moped, or other types of vehicles similar to motorbikes or other types of vehicles similar to mopeds.
Not completing the procedure to change the Vehicle Registration Certificate as prescribed.
Installing and using sound and lighting equipment on vehicles causes disorder and disrupts road traffic safety.
Fines from VND 800,000 to VND 1,000,000 for individuals, from VND 1,600,000 to VND 2,000,000 for organizations that are owners of motorbikes and similar vehicles, similar vehicles that do not comply with regulations on license plates.
Fines from VND 2,000,000 to VND 3,000,000 for individuals, from VND 4,000,000 to VND 6,000,000 for organizations that are owners of motorbikes and similar vehicles, similar vehicles to motorbikes that commit one of the following violations:
Erasing, altering or falsifying vehicle registration documents.
Arbitrarily change the frame, engine, shape, size, and characteristics of the vehicle.
Making false declarations or using fake papers or documents to get a new license plate or vehicle registration certificate without being prosecuted.
Failure to comply with the revocation of vehicle registration certificate and license plate as prescribed.
Driving a vehicle without a Vehicle Registration Certificate (or a certified copy of the Vehicle Registration Certificate accompanied by the original receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) or driving a vehicle with an expired or invalid Vehicle Registration Certificate; driving a vehicle with a temporary Vehicle Registration Certificate or a vehicle with a limited operating range beyond the permitted time limit, route or range.
Putting a vehicle with a Vehicle Registration Certificate (or a certified copy of the Vehicle Registration Certificate with the original receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) but not issued by a competent authority or erased into traffic; putting a vehicle with a Vehicle Registration Certificate but not matching the chassis number or engine number of the vehicle into traffic.
Installing and using license plate changing devices on vehicles in violation of regulations.
Driving a vehicle without a license plate (for vehicles that are required to have a license plate) on the road; driving a vehicle with a license plate that does not match the vehicle registration certificate or with a license plate that is not issued by a competent authority.
