Ministry of Public Security information on total number of cameras for fines nationwide

The Ministry of Public Security has information on the total number of traffic cameras nationwide.

The Ministry of Public Security is seeking comments on the draft National Standard on the System for Command, Operation, Monitoring, and Handling of Traffic Order and Safety Violations until October 20, 2024.

In the draft explanatory note, the Ministry of Public Security said that currently nationwide, the number of devices to monitor and detect traffic violations (cameras issuing fines) includes: 2,906 cameras.

Of which, the number of systems invested from 2020 to present: 79 systems (1,276 cameras), the number of systems invested from 2019 and earlier: 67 systems (1,630 cameras).

Through surveys and data provided by units and localities, it shows that currently the system equipment mainly uses 2 camera technologies: Analog camera (127 cameras), IP camera (2,729 cameras) and a few cameras use other technologies (50 cameras).

Cameras come from many different countries such as: G7 countries or developed countries, China, Korea, Vietnam...

Also according to the Ministry of Public Security, currently at the Traffic Control and Surveillance Centers, many different types of software (about 17 types of software) are used from camera and software manufacturers around the world such as: ACC7, Cadpro, STM01, CMS, Mystic, SmartLock...

Most monitoring centers have the ability to connect and share with other systems, however, only a few monitoring centers actually connect and share.

The Ministry of Public Security has issued TCCS-AN 69:2020 on the system of monitoring and handling violations of road traffic order and safety applied in the Public Security sector.

The Ministry of Public Security (C08) has assessed the implementation results of Circular No. 75/2020/TT-BCA dated July 2, 2020. It assessed the advantages and difficulties in implementation, thereby proposing the upgrading from TCCS to TCVN as a basis for units and localities to apply.

Currently, in the TCVN system there is a set of:

TCVN 8698:2011 National standard on telecommunication networks – CAT.5, CAT.5E copper information cables – Technical requirements.

TCVN 9250:2012 Data centre – Requirements for telecommunications infrastructure.

TCVN ISO 39001:2014 Road traffic safety management systems - Requirements with guidance for use.

TCVN 10850:2015 on traffic monitoring and control systems on highways.

TCVN 10851:2015 Highway traffic management center.

TCVN 13600-1:2022 ISO 14827-1:2005 Traffic monitoring and information systems – Data interfaces between traffic monitoring and information system service centres – Part 1: Message definition requirements.

TCVN 13600-2:2022 ISO 14827-1:2005 Traffic monitoring and information systems – Data interface between traffic monitoring and information system service centres – Part 2: DATEX-ASN.

TCVN 13600-3:2022 ISO 14827-1:2019 Traffic monitoring and information systems – Data interfaces between traffic monitoring and information system service centres – Part 3: Data interfaces between intelligent transport system (ITS) service centres using XML (A profile).

According to the Ministry of Public Security, TCVN does not have a common unified standard for Centre equipment of the camera surveillance system, traffic command and control to serve security and order and handle administrative violations.

Also according to the Ministry of Public Security, this is one of the bases that requires the development of National Standards on the Command, Operation, Monitoring and Handling System for Traffic Order and Safety Violations.
