On November 27, continuing the working program at the 28th session - Special session, with the majority of delegates in favor, the Hanoi People's Council passed a Resolution regulating the list of revenues and collection levels, collection and expenditure management mechanisms for services serving and supporting educational and training activities for public preschool and general education institutions.
Accordingly, this resolution will be applied from the 2025-2026 school year to preschool children and primary school students studying at public preschools and general education institutions; students studying at vocational education institutions - continuing education under the general education program in Hanoi.
At the same time, it will apply to public preschools and general education institutions; vocational education - continuing education institutions in the capital, excluding high-quality public educational institutions.
Compared to current regulations, the new resolution maintains most of the collection rates.
A notable change is that the city has abandoned 2 services including: 2-session/day learning service for junior high school students and non-current educational activities, additional training in cultural subjects.
The reason is that from the 2025-2026 school year, schools are not allowed to collect tuition fees according to Circular 29 of the Ministry of Education and Training, and at the same time, secondary and high schools with sufficient facilities must implement 2 sessions/day according to Directive 17 of the Government.
The only service in the group outside of regular school hours that is retained is life skills education directly implemented by the school. The expected life skills fee is 15,000 VND/hour of teaching.
In addition, after-hour care and nurturing services according to current regulations will be replaced by after-hour childcare and care services for children and students (including before and after school care services, excluding meals).
This will allow primary and secondary schools to organize student care after school, pick up early, and pick up late, with a maximum fee of VND 12,000/60 minutes.
The remaining fees remain the ceiling, such as boarding care fees of VND 235,000/month; equipment fees for primary and secondary boarding facilities of VND 133,000/month, drinking water fees of VND 16,000/month, and bus fares for school buses of VND 10,000/km...
"Based on the ceiling in the resolution, educational institutions will develop cost estimates to determine specific collection levels, which must be agreed upon in writing with parents on a voluntary basis.
There is an agreement between the school's board of directors and the superior management agency (ward, commune People's Committee or Department of Education and Training according to the management decentralization) before promulgating, ensuring that the ceiling does not exceed the prescribed level" - the resolution clearly states.
In addition, educational institutions are responsible for organizing the collection of services for serving and supporting educational and training activities for management and use according to regulations; returning payment certificates to learners according to regulations.
At the same time, there should be appropriate exemption and reduction policies for students subject to policies or in difficult circumstances.
In case of online learning, public preschools and general education institutions do not implement the fees prescribed in this resolution.
In case there is a smaller difference than the expenditure, the school must calculate compensation for the shortfall using legal funding sources and the state budget that does not provide compensation.
