Article 12 of Decree No. 72/2023/ND-CP of the Government regulates cars serving general work of district-level agencies, organizations and units as follows:
The norm for using cars for general work of each district, town, provincial city, and centrally run city (collectively referred to as district) is a maximum of 6 cars/1 district.
Particularly for provinces and centrally run cities where the District Party Committee, District Party Committee, Town Party Committee, and City Party Committee are the estimating units under the Office of the Provincial Party Committee and City Party Committee, the norms for using cars for work have been determined. In general, according to the provisions of Clause 2, Article 11 of this Decree, the maximum limit is 4 vehicles/1 district.
For districts that meet one of the following criteria, the quota will be supplemented by 01 vehicle/01 district; if they meet 02 or more of the following criteria, they will be supplemented with 02 vehicles/01 district:
The district has 15 administrative units of communes, towns or more.
The district has a natural area of 450 km2 or more.
The district is located in mountainous areas, islands, and areas with extremely difficult socio-economic conditions according to regulations of the Government and the Prime Minister.
The city belongs to a centrally run city.
For special urban areas, in case it is necessary to equip additional cars to serve common tasks for district-level units, the Provincial People's Council shall consider and decide on the car service quota. General work for agencies, organizations and units at the district level ensures principles of savings and efficiency.
Pursuant to the Government's Decree, Nam Dinh Provincial People's Committee issued Decision 12/2024/QD-UBND on Regulations on quantity and types; Management methods and authority to decide on fixed costs for using cars for general work; standards and norms for using specialized cars (except in the medical field) at agencies, organizations and units under the management of the People's Committee of Nam Dinh province.
According to Nam Dinh's Decision, 9 districts of Nam Dinh have a limit of 6 cars. Nam Dinh city alone has a quota of 7 cars.
The decision of the People's Committee of Nam Dinh province explains that after My Loc district merged into Nam Dinh city, the number of vehicles in Nam Dinh city is 7 vehicles.
