On the afternoon of May 7, the National Assembly discussed in groups the draft Law on Cadres and Civil Servants (amended).
Commenting on the revised Law on Cadres and Civil Servants, delegate Ta Thi Yen (Dien Bien delegation) agreed with the need for special mechanisms and policies to attract and promote talented people in public service activities.
However, the delegate suggested that it is necessary to clarify the policy of consideration and treatment as well as financial resources to do this. In reality, there have been many cases where talented people have been attracted, but they have not been able to arrange work, or have been arranged inappropriately, and then the workers have left.
Or there are also cases where treatment is not commensurate with the efforts and work efficiency, employees have to take care of their own lives, take care of their families... so they cannot last long.
Therefore, it is very important to identify sectors and fields that need to prioritize talented people in a specific space and time, associated with the payment capacity of local budgets and units. Therefore, it is necessary to design this provision to both increase the initiative for the grassroots and clarify the conditions to ensure policy implementation.
The delegate welcomed the provisions of the draft law on civil servant recruitment, which is expected to be in the direction that the selected person must immediately meet the requirements of the job position.
After being recruited, the selected person is appointed and assigned salary to the civil servant rank corresponding to the recruited job position and does not have to undergo a probationary regime.
At the same time, it is agreed that civil servant recruitment agencies can be flexible, using both traditional exam and admission methods and admission methods for talented and experienced people from the non-public sector, public service units, and state-owned enterprises.
In addition, the recruiting agency can sign a term contract with experts, scientists, and those who meet the standards and conditions to perform a number of tasks of professional and technical civil servant positions.
"We cannot attract an excellent graduate or a young scientist from abroad with a starting salary of 2.34.
We cannot also require a good expert from a business moving to the state sector to have full processes and procedures to become a management civil servant," said the delegate.
Therefore, the delegate of Dien Bien delegation said that the provisions of this draft law need to create open and open mechanisms and remove current practical difficulties and inadequacies in attracting and promoting talented people in public service activities.
Regarding the policy for talented people in public service activities, delegate Lo Thi Luyen (Dien Bien delegation) proposed to add more regulations for civil servants in agencies and units of the People's Army who are not officers, professional soldiers, workers, or defense officials.
Add subjects in agencies and units under the People's Public Security who are not officers, non-commissioned officers, soldiers serving under the professional regime, or police workers; in key organizations who are not key workers, on the payroll and receive salaries from the state budget.
Propose to design regulations for cadres and civil servants to receive salaries, bonuses and other income according to the results, products, and work efficiency of the job position, in accordance with the socio-economic conditions of the country;
Officials and civil servants working in areas with particularly difficult socio-economic conditions or in industries and occupations with toxic and dangerous environments are entitled to allowances and preferential policies according to regulations.
