The Ministry of Home Affairs generalists that the situation of civil servants and public employees quitting their jobs is still happening, but in the later stages (from 2023 to present) it has tended to decrease sharply compared to the previous stages.
This signal shows that policies on salary, incentives and protection of dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good; innovation in management and use of civil servants and public employees; promoting and enhancing the level of financial autonomy of public service units and solutions from state agencies have brought positive results.
The Ministry of Home Affairs continues to proactively research and advise competent authorities to accelerate the salary reform roadmap and move towards paying salaries according to job positions in conjunction with the results of product assessment in the spirit of Resolution No. 27-NQ/TW.
At the same time, this agency also reviewed the system of policy institutions, adjusted, supplemented, and further innovated the recruitment, use, management, training, fostering, and planning; arranged cadres, civil servants, and public employees to ensure objectivity; perfected mechanisms and policies to attract and promote talent.
Another solution proposed by the Ministry of Home Affairs is to continue reforming the organizational apparatus, streamlining the payroll associated with restructuring according to job positions, improving quality associated with salary, bonus and welfare policies for cadres, civil servants and public employees.
The Ministry of Home Affairs has issued a document requesting ministries managing civil servant ranks and professional titles of specialized civil servants to urgently develop and issue a circular amending and supplementing regulations on professional standards and expertise for civil servant ranks and professional titles of specialized civil servants assigned to management.
In particular, the Ministry also noted the regulations on training certificates according to civil servant rank standards, civil servant professional title standards and regulations on foreign language proficiency standards, and IT.
In the coming time, the Ministry of Home Affairs will continue to urge and closely coordinate with specialized management ministries to urgently complete the amendment and supplementation of regulations on civil servant rank standards and professional titles of civil servants.
