Carrying concrete blocks without binding, tractor-trailer driver in Hai Phong fined 10 million VND

Hai Phong - Road Traffic Police Team No. 3 has just fined 10 million VND for driving a car carrying goods without binding.

Implementing the direction of the leaders of the Traffic Police Department, Hai Phong City Police verified and handled violations of traffic order and safety on social networks reflecting that tractor-trailers pulling trailers carrying concrete blocks without binding caused traffic unsafety.

Accordingly, at 2:30 PM on August 17, on Dang Son street, in hamlet 1, Kien Hai commune, a tractor-trailer 15C-190.09 pulling trailer 15RM - 027.41 carrying concrete blocks in a rectangular shape moved in the direction from Kien Hai commune to Kien Minh commune, without tying goods according to regulations, posing a potential risk of causing traffic unsafety. After receiving instructions, Road Traffic Police Team No. 3 sent forces to verify and work with vehicle owners and drivers.

Through verification, the driver of the above truck is Mr. P.Q. H (born in 1984, residing in Hung Dao ward, Hai Phong city). Working with functional agencies, Mr. P.Q. H realized the act of violating traffic safety and order.

Road Traffic Police Team No. 3 made a record of administrative violation against driver P.Q. H for the act: "Transporting goods on a vehicle that must be bound but not bound according to regulations", as stipulated in point 8, Article 21 of Decree 168/2024/ND-CP of the Government. Fine of 10 million VND and deduction of 4 points from the driver's license.
