Article 36 of the Law on Road Traffic Safety and Order stipulates vehicle license plates as follows:
License plates are issued by competent state agencies according to regulations; attached to road vehicles according to the provisions of this Law to serve state management.
License plates are classified as follows:
License plates with blue background, white letters and numbers are issued to vehicles of Party and State agencies, socio-political organizations, and public service units.
Red background license plate with white letters and numbers issued to military vehicles.
Yellow background license plate with black letters and numbers issued to vehicles operating in the transport business.
White background license plates with black letters and numbers are issued to vehicles of domestic organizations and individuals, not subject to the provisions of points a, b and c of this clause.
License plates with white background, red letters, black numbers, and the symbol "NG" are issued to vehicles of diplomatic missions, consular offices, and foreign staff carrying diplomatic identification cards of those agencies.
License plates with white background, red letters, black numbers, and the symbol "QT" are issued to vehicles of representative offices of international organizations and foreign employees carrying diplomatic identification cards of that organization.
License plates with white background, black letters and numbers, and the symbol "CV" are issued to vehicles of technical administrative staff holding official identity cards from diplomatic missions, consular offices, and international organizations.
License plates with white background, black letters and numbers, and the symbol "NN" are issued to vehicles of foreign organizations, representative offices, and individuals, except for those specified in Point g of this Clause.
Other types of license plates as prescribed by the Minister of Public Security.
Vehicle license plates are managed by identification codes, except for license plates specified in Point b, Clause 2 of this Article. The management of vehicle license plates by identification codes is regulated as follows:
Vehicle license plates are issued and managed according to the identification code of the vehicle owner, whether an individual or organization; in case the organization does not have an identification code, it will be managed according to the tax code, establishment decision or equivalent document.
In case the vehicle has expired, is damaged and cannot be used, or the vehicle ownership is transferred, the vehicle owner is allowed to retain the license plate number for 05 years to register another vehicle under his/her ownership; after the above time limit, the license plate number will be revoked by the vehicle registration authority, entered into the license plate warehouse for registration, and issued to another organization or individual, except in cases of transfer, exchange, donation, or inheritance of the vehicle associated with the auctioned license plate number.
In case the vehicle owner changes information about headquarters, permanent residence or temporary residence, the vehicle identification number will be retained.
