The Vietnam Register said that the Department understands the association's concern that the application of the commitment may cause anxiety for vehicle owners or be misunderstood as registration inspectors and registration facilities shirking responsibility.
However, the Vietnam Register clarifies the nature and purpose of this document as follows:
Letting vehicle owners and drivers sign commitment papers is not a mandatory requirement but is voluntary by vehicle owners and this is only a temporary solution, applied only to cases where they suspect that the actual number of rotation speeds of the engine may exceed the design limit, while the registration agency does not have enough data to compare from the manufacturer.
When the registry examiner checks the maximum rotation speed of the engine and finds that the engine speed knob touches the "red zone" - the hazard warning zone displayed by the manufacturer on the instrument panel, it will be handled in three situations:
If it is determined that it does not exceed the maximum rotational speed according to the design, emission inspection is still carried out.
If there is no basis to determine the design limit, the vehicle registration inspector must clearly explain to the vehicle owner to take the vehicle for inspection and adjust the speed control. If the vehicle owner still requests emission inspection and voluntarily signs a commitment letter, then inspection will be continued.
If there is evidence that the actual rotation exceeds the design, the registration agency will refuse emission inspection, even if the vehicle owner wants to sign a commitment.
The signing of the commitment is only used for the above-mentioned cases. If the registration facility requests signing outside the scope of this case or does not clearly explain the reason, it is not in accordance with the instructions of the Vietnam Register.
The Vietnam Register also said that the risk transparency solution, the commitment is actually a notice confirming the technical condition between the registration facility and the vehicle owner for old vehicles, speed control systems showing signs of unstable operation or without technical data from the manufacturer.
This is a step to transparentize the potential technical risks that vehicle inspectors have clearly explained to vehicle owners before performing the mandatory test.
Voluntary nature, signing a commitment is a completely voluntary choice of vehicle owner, if the vehicle owner is assured of the technical condition of their vehicle and wishes the registration agency to continue to conduct emission inspections for their vehicle and voluntarily signs a commitment to be responsible for continuing to conduct emission inspections when the probability of inspection is achieved.
If the vehicle owner is not reassured about the technical condition of the vehicle, they can completely temporarily stop the inspection to take the vehicle for maintenance, adjust the speed control system at professional maintenance and repair facilities before returning to perform the measurement.
The responsibilities of vehicle registration officers and vehicle registration facilities are as follows, the Vietnam Register affirmed that the signing of the commitment does not exclude the professional responsibility of vehicle registration officers and vehicle registration facilities.
The Department has directed registration inspectors and registration facilities to strictly implement the preliminary safety inspection step (coolant level, lubricant, strange tapping sound... ).
If abnormal signs are detected, the emission inspection will be stopped so that the vehicle owner can take the vehicle for maintenance and repair.
Registrar is responsible for refusing to perform measurements immediately to protect customers' property, even if the car owner voluntarily signs a commitment to continue emission inspection.
