According to the Vietnam Register, on the first day of implementing the new regulations, some errors arose and the inspection time was delayed.
Because it was the first day of implementing the electronic certificate issuance method, there were many synchronously deployed tasks such as: Upgrading software, transmission lines, data synchronization... so unexpected incidents were inevitable, especially connection congestion, slow data synchronization due to simultaneous data synchronization throughout the system.
The software system for issuing electronic certificates has technical errors when processing a large amount of data simultaneously, sometimes locally overloaded, leading to connection congestion and slow data synchronization between the registration facility and the central system.
Some errors arise in the process of integrating new functions (number signature, QR code authentication, data interconnection, software, inspection stamp content).
Vehicles are still fully inspected in all professional stages; however, the printing of inspection stamps and issuance of electronic certificates may have problems or be delayed because the system has not been completely processed.
The above incidents have been gradually and thoroughly resolved and improved by the Vietnam Register Department in coordination with contractors and related parties as well as registration facilities.
In fact, it is recorded that errors arising in the morning of the first working day have been significantly resolved by the afternoon, although incidents still appeared during the day and have been thoroughly handled.
The Vietnam Register added that it has coordinated with the software provider to review, update and handle arising errors.
Strengthen 24/7 online technical support; Request and support vehicle registration facilities to update software to fix and handle errors immediately when provided.
Optimize transmission lines and data processing streams to ensure data transmission is smooth.
As of this morning, March 3, 2026, technical errors have been basically fixed, and the system has returned to stable operation.
Registration facilities have issued electronic inspection certificates smoothly, vehicle owners can look up certificates immediately upon issuance and are no longer stuck.
In addition, the Vietnam Register has also proposed temporary solutions to avoid causing congestion and not affecting people such as: in cases where inspection has been completed, if there is an incident and the electronic certificate has not been issued, the inspection stamp will still be issued to the vehicle owner and the issuance of the electronic certificate will be supplemented later on the system so that vehicle owners do not have to wait for time.
The certificate will still fully record the results and inspection date, certificate issuance date, so it has basically relieved the waiting of vehicle owners, and in the process, people's rights are guaranteed.
The Vietnam Register affirmed that in the initial stage, some technical problems may arise, but the Department will closely coordinate with relevant units to overcome them as quickly as possible, ensuring that inspection activities take place smoothly and in accordance with regulations.
The number of vehicles inspected on the system until the end of March 2, 2026 is 19,533.
Number of certificates issued: 13,616.
