Hanoi finalizes support level for converting gasoline cars to electric vehicles

Hanoi - The city is implementing many policies to support the transition to green transportation and encourage the use of public transport.

On the afternoon of June 15, the Hanoi City People's Council passed a Resolution stipulating policies to support the conversion of road transport vehicles from using fossil fuels to using clean energy and encouraging the use of public transport in the city.

Series of policies to support vehicle conversion

Accordingly, the city directly supports in cash for individuals from poor households who register their "resident" or "current residence" on the VNeID management software in Hanoi city, which is confirmed and responsible by the commune-level People's Committee.

The above subjects are owners of motorbikes and motorcycles using fossil fuels registered before the effective date of this Resolution; implementing the conversion of green vehicles in the period from the date this Resolution takes effect to the end of December 31, 2027; and at the same time completing the transfer, handover, and removal of old fossil fuel vehicles out of low-emission zones or applying other treatment measures according to the regulations of the City People's Committee and completing the registration of new green vehicles.

Subjects who meet the above conditions are supported 100% of the value of green traffic vehicles but not exceeding 20 million VND.

Each individual is only supported once corresponding to 1 motorbike or moped. The value of green vehicles as a basis for support is the price recorded on the legal invoice when buying a new vehicle; including value-added tax, excluding accessories costs, insurance, financial service fees and other arising costs.

In addition, units and organizations providing public utility services, road transport business headquartered in the city, registered for business in the city before the effective date of this Resolution when converting to green transport vehicles, including: ambulances, postal vehicles, specialized vehicles (sweeping roads, washing roads, transporting garbage, urban infrastructure maintenance); taxis; passenger transport business vehicles under contracts with a capacity of up to 8 seats (excluding the driver's seat) using electronic contracts are entitled to preferential policies to support loan interest rates.

Units and organizations need to meet the condition that they have signed a credit contract at a commercial bank to invest in implementing the conversion of green transport vehicles from the date this Resolution takes effect.

Subjects who meet the conditions are supported by the city budget with 30% of the loan interest rate of the credit contract and not exceeding the average lending interest rate of 4 state-owned commercial banks including Vietnam Investment and Development Joint Stock Commercial Bank, Vietnam Foreign Trade Joint Stock Commercial Bank, Vietnam Joint Stock Commercial Bank for Industry and Trade, Vietnam Bank for Agriculture and Rural Development at the time of loan support. The support level is calculated based on the actual outstanding balance and actual loan interest, excluding penalty interest, fees, debt rollover loans or loans not serving green transportation conversion.

The time to enjoy preferential loan support policies is from the date this Resolution takes effect and according to the loan term in the credit contract but not exceeding December 31, 2030.

Along with that, the city implements policies to encourage the use of public passenger transport by bus and urban railway.

Accordingly, toll exemption for using public passenger transport vehicles by bus (excluding buses serving tourism business) for people traveling in Ring Road 1 from January 1, 2027 to the end of December 31, 2027. The City People's Committee will organize a summary to assess the effectiveness and feasibility after the end of the policy implementation period to report to the City People's Council for consideration and resolution on continuing to extend the implementation of this policy if appropriate.

The city implements toll exemption until December 31, 2030 for users of public passenger transport by bus (excluding buses serving tourism business) or urban railway throughout the city during holidays, Tet, special socio-political events of the country and Hanoi City. The City People's Committee shall decide the specific number of days of toll exemption based on the actual situation at each time.
