The Ministry of Finance submitted a draft Decree, regulating the collection rate, collection, payment, exemption, management and use of road use fees collected through vehicles for cars.
The draft stipulates road use exemption for those who pay for the following types of cars:
Ambulance.
Fire truck.
Specialized vehicles for funerals include:
Vehicles with specialized structures for funerals (including: funeral vehicles, refrigerated trucks used for body storage and transportation).
Related vehicles for funeral services (including: Passenger vehicles accompanied by funeral vehicles, flower trucks, photo-carts) are vehicles used only for funeral activities with a Vehicle Registration Certificate under the name of the funeral service unit (including business household, individual business person serving the funeral). The funeral service unit has a written commitment that these types of vehicles are only used for funeral activities and must be sent to the vehicle inspection facility when inspecting the vehicle (specifying the number of vehicles and license plates for each type).
Specialized vehicles for national defense include vehicles with license plates: Red background, white letters and numbers with specialized equipment for national defense (including: tankers, crane vehicles, vehicles carrying armed forces on the front line understood as passenger vehicles with 12 seats or more, covered transport vehicles and installed seats in the vehicle body, control vehicles, military inspection vehicles, specialized vehicles for transporting prisoners, rescue vehicles, satellite information vehicles and other special vehicles for national defense).
Specialized vehicles of units under the organizational system of the People's Public Security include:
Traffic police vehicles have the words "TRAFFICIAL PREPARATH" printed on both sides of the vehicle.
113 police cars have the words printed on both sides of the car: MOBile 113.
Mobile police vehicles have the words "MOBILE PATH" printed on both sides of the vehicle.
Transport vehicles with seats installed in the trunk of the police force on duty.
Prisoner transport vehicles, rescue vehicles, and other specialized vehicles of the Ministry of Public Security.
Special vehicles (satellite information vehicles, bulletproof vehicles, anti-terrorism and anti-riot vehicles and other specialized vehicles of the Ministry of Public Security).
The draft also stipulates the subjects and feepayers as follows:
Automobiles, according to the provisions of the law on road traffic order and safety, that have been granted a vehicle registration certificate, a license plate and a Certificate of technical safety and environmental protection inspection (hereinafter referred to as the Inspection Certificate) as prescribed by law are subject to road use fees, except for subjects specified in the free allowance under this Decree.
Road use fees have not been collected for cars with foreign license plates (including vehicles granted temporary registration certificates and license plates) that are temporarily imported or re-exported by competent authorities for a limited period of time as prescribed by law.
Subjects not covered by fees are as follows:
Automobiles are not subject to road use fees in the following cases:
Damaged and unusable according to the provisions of law on traffic order and safety.
Concluded, temporarily confiscated, temporarily detained or having their vehicle registration certificate and license plate revoked.
Vehicles temporarily suspended from continuous traffic for 30 days or more, including: Damaged vehicles that must be repaired; transport business vehicles belonging to enterprises, cooperatives, cooperative unions, business households, and individuals doing transport business.
Vehicles of enterprises, cooperatives, cooperative unions (hereinafter referred to as enterprises), business households, and individuals who do not participate in traffic or use roads for public transport (only granted an inspection certificate and not granted an inspection stamp according to regulations on technical safety inspection and environmental protection of road vehicles by the Ministry of Construction) or vehicles participating in traffic or used for public transport ( Having been granted an inspection certificate and issued an inspection stamp according to regulations on technical safety inspection and environmental protection of road vehicles by the Ministry of Construction) shall not participate in traffic, not use roads for public transport, only within the scope of: Driving test center; station; wharf; production and exploitation area; agricultural, forestry, tourism, sports, recreation area; construction, transportation area, sports, recreation area; hydrological, forestry, sports, recreation area.
Vehicles registered and inspected in Vietnam but operating abroad continuously for 30 days or more.
The vehicle was stolen for 30 days or more.
If the owner of a car is not subject to the fee and has paid the fee, he/she will be refunded or compensated with the fee payable in the following period according to regulations.
