The Ministry of Public Security is drafting a Circular amending and supplementing a number of articles of Circular No. 62/2024/TT-BCA, promulgating the National Technical Regulation on "Surveillance systems to ensure security, order, and traffic safety on roads".
Accordingly, the standard of traffic cameras has the ability to accurately recognize license plates up to 93% during the day, 80% at night, and measure speeds from 10 km/h to 180 km/h.
According to the draft, automatic speed measuring devices with recording using laser sensor technology have the following operating features:
Automatically record images and use laser sensors to record the speed of vehicles. Data transmitted to the regional server cluster or traffic monitoring center includes: Photos of vehicles with license plates, data on speed, location, time, license plate recognition data. The device has the ability to store data at the edge, automatically transmit data to the regional server cluster or traffic monitoring center in case of loss of connection and when reconnected.
The device must comply with the following technical requirements:

In addition to regulations for automatic speed measuring devices with recording using laser sensor technology, the Ministry of Public Security also stipulates regulations for automatic speed measuring devices with recording using radar sensor technology.
This device has similar operating features, automatically records images and uses radar sensors to record the speed of vehicles. Data transmitted to the traffic monitoring center includes: photos of vehicles with license plates, data on speed, location, time, license plate recognition data. The device has the ability to store data at the edge, automatically transmit data to the regional server cluster or traffic monitoring center in case of loss of connection and when reconnected.
The device must comply with the following technical requirements as prescribed:
