When due on October 1, traffic accounts must still be converted

Currently, there is information that, up to October 1, corporate vehicles are still allowed to use VETC and ePass toll collection accounts, without having to convert traffic accounts.

Discussing this issue, a representative of the Vietnam Road Administration said that we must currently comply with Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government regulating electronic payments for road traffic. Vehicles are still required to change their traffic accounts from October 1.

Previously, the Vietnam Road Administration said that immediately after Decree No. 119/2024/ND-CP was issued, the Ministry of Construction and the Vietnam Road Administration issued implementation documents to ministries, branches, localities, road toll service providers, BOT Investors/Enterprises and relevant agencies and units for implementation.

The focus is on propagating and guiding vehicle owners on the roadmap and conversion methods, while closely coordinating with service providers to make the connection of traffic accounts with non-cash payment methods smooth.

To date, there are more than 3 million/total of 5.8 million traffic accounts connected to non-cash payment methods. There are about 2.8 million traffic accounts that have not been connected to non-cash payment methods.

In September 2025, the Department of Roads coordinated with service providers to review transaction data, showing that there were about 900,000 traffic accounts with transactions but had not yet connected to non-cash payment vehicles.

The main reason is that some vehicle owners are not interested and do not have the need to travel through toll stations, so they have not connected their traffic accounts with non-cash payment methods; difficulties in linking to bank accounts; ...

The Vietnam Road Administration, road use fee payment service providers and relevant agencies and units are continuing to strengthen communication work to speed up the connection of traffic accounts to connect with non-cash payment means of vehicle owners according to the provisions of the Decree.

The Vietnam Road Administration has issued a document directing investors/enterprises of BOT projects to coordinate with road use fee payment service providers to arrange personnel on duty at the station 24/7, to support and instruct vehicle owners to connect traffic accounts with non-cash payment methods and continue to coordinate with relevant agencies and units to remove difficulties and obstacles to facilitate vehicle owners in connecting traffic accounts with non-cash payment methods.

Through the experience of successfully implementing the electronic toll collection system without stopping before, the initial implementation period also encountered many difficulties and problems such as in card sticking, depositing money, using services, etc.

However, with the active and effective participation of authorities, news agencies, newspapers, service providers and especially the consensus and support of the people, the unstoppable electronic toll collection system has brought about socio-economic efficiency, facilitating vehicle owners, and reducing traffic congestion at toll stations.

The Department of Roads recommends that vehicle owners continue to coordinate to connect traffic accounts with non-cash payment vehicles.

Registration of non-cash payment methods and linking to traffic accounts is only done on the vehicle owner's current applications (no need to install a new application).
