According to statistics from non-stop toll collection service providers VETC and ePass, up to now, only about 50% of the total 6.8 million cars nationwide have converted toll collection accounts to traffic accounts connected to payment methods.
Thus, there are still about more than 3 million vehicles that have not been converted while the time frame of October 1, 2025 is approaching.
Discussing this issue with Lao Dong on September 22, Mr. To Nam Toan, Head of the Department of Science, Technology, Environment and International Cooperation, Vietnam Road Administration, said:
"We have just checked the vehicles that occurred in September but have not yet converted their accounts. According to the survey, about 900,000 vehicles (of which VETC's is about 600,000 vehicles and VDTC's is about 300,000 vehicles) have had transactions, but have not yet converted their accounts.
Thus, out of about 3 million unconverted vehicles, nearly 2 million vehicles were unconverted without transactions in September.
This is similar to before, when the requirement to stick a fee card to use electronic fee collection did not stop. Many vehicle owners said that they are in the city and do not need to have a card if they have not passed through the toll station."
Mr. To Nam Toan also said: "After October 1, if the account does not have money, it will not be possible to go through the toll station, forcing the vehicle to stop to pay. With toll stations on national highways, drivers can enter mixed toll lanes to make transactions. On expressways, where electronic toll collection is applied at 100%, vehicle owners are required to deposit money into the linked payment account. In case the connection is not yet made, the vehicle owner will have to transfer the account immediately at the toll station.
To limit congestion, we also direct service providers to open barriers for vehicles passing through the station immediately to handle the incident. We also try to coordinate with service providers to minimize traffic congestion at toll stations".
The Vietnam Road Administration will also request service providers to focus on propagating and guiding customers who have made transactions but have not yet converted their accounts. At the same time, it is also directed to increase support at toll stations, to provide immediate instructions for vehicle owners who have not yet linked or converted their accounts, and to support the conversion of accounts right at the station, to limit congestion and phenomena that cannot pass through the station after October 1.
In addition, the Vietnam Road Administration has also recorded cases where vehicle owners used to register for toll collection accounts before, with phone numbers to open non-cash payment vehicles, or phone numbers on linked bank accounts that were inconsistent, leading to difficulties in verifying and synchronizing accounts. The vehicle owner must have additional procedures to convert the registered phone number.
