On May 29, Lao Cai Provincial People's Committee informed that the unit had just issued a document requesting departments, branches, and localities to implement Decision No. 13 of the Prime Minister on the roadmap for applying national technical regulations for emissions from motorbikes and mopeds participating in road traffic.
According to the direction of the Provincial People's Committee, agencies and units need to proactively prepare sufficient conditions to ensure the implementation is on schedule and in accordance with local realities.
In which, the Department of Construction is assigned to be the focal point to advise the Provincial People's Committee to organize implementation; to take the lead in developing a plan to develop a system of emission testing facilities for motorbikes and mopeds before July 1, 2030.
Inspection points will be prioritized to be located in densely populated areas, places with high vehicle density and the centers of commune and ward clusters.
Along with that, the Department of Construction is responsible for publicizing the list of establishments that meet operating conditions; inspecting and supervising emission testing activities and coordinating to connect and share data to serve management and handling of violations.
The Department of Agriculture and Environment is assigned to promote propaganda and dissemination of regulations related to emission testing of motorbikes and mopeds; and at the same time monitor and evaluate the effectiveness of implementation associated with the task of protecting the air environment.

The Department of Science and Technology is responsible for inspecting emission measurement vehicles, coordinating to manage the quality of fuel circulating on the market.
The Department of Industry and Trade strengthens the control of the origin and quality of gasoline and oil, biofuels and strictly handles violations.
Lao Cai Provincial People's Committee also assigned the Department of Finance to study a mechanism to support funding for initial emission testing for people; propose policies to support poor households, near-poor households, low-income people and ethnic minorities to convert old vehicles with high pollution risks.
Lao Cai Provincial Police will strengthen inspection and control of motorbikes and mopeds participating in traffic; handle cases of violations of emission regulations according to a roadmap.
People's Committees of communes and wards are required to promote propaganda to the people; review establishments that meet the conditions to establish emission testing points, and at the same time statistically identify subjects who need support to convert vehicles to propose appropriate policies.
