Accordingly, the Ministry of Transport submitted the third draft of the Decree on conditions for business of motor vehicle inspection services; organization and operation of technical safety and environmental protection inspection of motor vehicles and specialized motorbikes; and the life span of motor vehicles.
Draft regulations on the term of use are as follows:
25 years for cargo vehicles (trucks), specialized cargo vehicles (specialized trucks).
20 years for passenger cars with a permitted capacity of 9 or more people (excluding the driver), cars carrying preschool children, cars carrying students, specialized passenger cars, and four-wheeled motorized cargo vehicles.
15 years for four-wheeled motor vehicles.
The draft also stipulates the determination of year of manufacture as follows:
The year of manufacture of a vehicle with a prescribed period of use as prescribed in Article 15 of this Decree is determined based on information on the year of manufacture in one of the following documents in the following order of priority:
Certificate of technical safety and environmental protection quality of imported motor vehicles for imported vehicles; Factory quality inspection certificate for domestically manufactured and assembled vehicles.
Manufacturer's label attached to the vehicle.
Lookup results from the manufacturer or documentation provided by the manufacturer.
The results of the inspection and evaluation determine the year of manufacture by the Vietnam Register.
Vehicles without documents, records, or facilities are considered expired.
Thus, this regulation only sets the age limit for some types of cars, not for motorbikes.
