The drafting agency said that the draft regulation on camera fines from July 1 will have both positive and negative impacts on the economy and society.

The Ministry of Public Security drafts a Circular amending and supplementing a number of articles of Circular No. 62/2024/TT-BCA, promulgating the National Technical Regulation on "Surveillance system to ensure security, order, and traffic safety on roads" (QCVN 05:2024/BCA). The draft is being consulted until the end of May 3.

Assessing the impact of the draft, the Traffic Police Department said that the positive impact is as follows:

Economic impact: Technical requirements of equipment and software in the monitoring system to ensure security, order, and road traffic safety are uniformly regulated nationwide, helping competent authorities to proactively invest in construction, maintenance, exploitation, and upgrading.

Social impact: Reducing traffic violations: standardized monitoring systems to ensure security, order, and road traffic safety will enhance the ability to detect traffic violations.

This can raise the awareness of traffic participants, reduce violations, create a habit of complying with the law, thereby creating a safer traffic environment.

The system supports functional forces in regulating and organizing traffic in a timely manner when incidents occur. Thanks to this, the risk of traffic accidents is reduced, contributing to ensuring traffic order and safety on roads.

Improving the effectiveness of state management of social order and safety: Standardization helps the investment, construction, operation, and exploitation of the supervision system to ensure security, order, and road traffic safety of agencies and organizations to be unified nationwide, thereby helping management agencies do better in direction and administration.

Strengthening security, social order and safety: Data from the monitoring system can support functional forces in investigating cases related to traffic safety in particular and social order and safety in general.

Impact on the legal system: The promulgated regulations are an important legal basis for building mechanisms for investment, management, operation, exploitation, connection and sharing of databases on road safety, order, and traffic safety.

Improving transparency and objectivity in handling violations of road traffic order and safety.

Reduce pressure on the traffic police force and enhance efficiency in handling violations, ensuring that violations are not missed, thereby increasing fairness in law enforcement.
