On the afternoon of November 26, continuing the program of the 28th session, the Hanoi People's Council passed the Resolution on the Hanoi City Socio-Economic Development Plan for 2026.
The general goal of the Resolution is to perfect the organization of the apparatus and institutions and policies for the development of the Capital; continue to promote growth, promote industrialization, modernization and private economic development.
The city promotes science, technology, innovation and digital transformation; develops culture, education and training; ensures social security, improves social welfare; continues to build synchronous, modern, and highly connective infrastructure; effectively exploits and uses resources and protects the environment; improves the effectiveness of foreign affairs and international integration; implements the prevention and control of corruption, negativity, and waste; ensures local national defense and social order and safety. The city continues to implement the five-term theme "discipline, responsibility, action, creativity and development".
The Resolution also stipulates 26 main targets for socio-economic development, including: GRDP increased by 11%; GRDP/person reached 198 million VND; realized investment capital of 730 trillion VND; export turnover increased by 12%; control price index below 4.5%...
The Resolution sets out a number of key tasks and solutions such as perfecting the organization and institutions, policies for the development of the Capital, continuing administrative reform; promoting growth, promoting industrialization, modernization and developing the private economy; promoting science, technology, innovation and digital transformation; developing culture, education and training, ensuring social security, improving social welfare.
The city also continues to build synchronous, modern, highly connected infrastructure; manage and develop urban areas. In particular, the city ensures the progress of key projects: Urban railway line No. 2.1, Nam Thang Long - Tran Hung Dao; line No. 5, Van Cao - Hoa Lac; site clearance for the Lao Cai - Hanoi - Hai Phong high-speed railway; Ring Road 4 in the capital region; bridges across the Red River (Tu Lien, Thuong Cat, Tran Hung Dao); groundbreaking of the Red River Scenic Avenue project.
Notably, the city has implemented the low emission zone of Ring Road 1; researched and supplemented regulations on administrative sanctions for violations of traffic order and safety in low emission zones; updated vehicle data for vehicles using clean energy and green energy (when registering, checking); supplemented regulations on the color background of license plates (digital plates) for vehicles using clean energy and green energy; applied technology to identify vehicles according to license plates when applying the implementation of low emission zones according to regulations.
The city also develops technical standards on the safety of charging stations and electric batteries; research and develop a plan to supplement electricity to meet the needs of organizations and individuals in the city to serve the purpose of converting fossil energy vehicles to electric vehicles.
The Resolution also sets out the task of exploiting and effectively using resources, land and protecting the environment, proactively responding to climate change; improving the effectiveness of foreign affairs and international integration; resolutely preventing and combating corruption, negativity and waste; ensuring national defense, political security, social order and safety.
Along with that, it is necessary to strengthen coordination between the City People's Committee and the Standing Committee of the People's Council, the City National Assembly Delegation, the Committees of the People's Council, the City Vietnam Fatherland Front Committee and member organizations.
