
In Article 5 of the Circular, those who need to be granted a motorcycle driving license for classes A1, A and B1 must complete the training program as prescribed in this Circular and can choose one of the following forms of study: self-study of theoretical subjects as prescribed by law on driver training and testing activities or study at a driving training facility.
People who need to be granted driving licenses for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE must complete the training program as prescribed in this Circular and can choose one of the following forms of study: concentrated at a driving training facility or distance learning, self-study with guidance as prescribed by law on driving training and testing activities.
Thus, from January 1, 2025, motorbike driving learners will be able to study theory on their own, while car driving learners will be able to choose to study in-person or remotely.
Regarding this information, Mr. Nguyen Duy Hung (Cau Giay, Hanoi) shared: "According to the regulations, the old form of concentrated theoretical learning will be very difficult for students who are studying or working because they cannot arrange time to take regular leave to study directly at training centers.
Therefore, if switching to online learning, learners will be able to balance their study time during their free time, saving costs and reducing travel time.
Sharing with Lao Dong, Mr. Khuong Kim Tao - Head of the Driver's License Training and Testing Association (Vietnam Automobile Transport Association) - said that in the current era of technological development, applying online theory learning is reasonable.
"Students can study remotely, self-study with guidance through information technology applications and software of the training facility. From there, learners can access the software and self-study at suitable times. When ensuring to study enough content and time according to regulations, they will be able to take the test and receive a certificate of completion of the training course. Countries around the world have been teaching online learning for a long time and have brought high efficiency" - Mr. Tao informed.

However, the Head of the Driver's License Training and Testing Association (Vietnam Automobile Transport Association) also noted that online learning will not be effective if the organizing units cannot control the students, leading to cases of substitute students and proxy students, affecting the quality of the students.
Regarding this issue, Prof. Dr. Tu Sy Sua - senior lecturer at the University of Transport - said: "Online learning software must ensure the management of the right learners, learners study enough time and program content. In addition, it is necessary to continuously change and improve the quality of lectures because the level of absorption and recognition of each form of learning is different. Therefore, the assessment and testing of online learners must be carried out in stages, not until the end of the semester."
A senior lecturer at the University of Transport also said that although the ultimate goal is for students to have a firm grasp of the theory before taking the test, if the learning and testing process is not controlled, it will create conditions for cheating to occur, greatly affecting the quality of students, and potentially increasing the risk of traffic accidents.
