From June 30, 2026, more than 70 million motorbikes and mopeds circulating nationwide will have to undergo emission testing according to new national technical regulations. This regulation is expected to contribute to controlling air pollution, towards the goal of sustainable transportation development in major cities.
According to Circular No. 92/2025 of the Ministry of Agriculture and Environment, stipulating national technical regulations on emissions of motorbikes and mopeds participating in road traffic, this document takes effect from June 30, 2026. The specific application roadmap will be implemented according to the Prime Minister's decision.
The new emission standard does not apply to motorcycles and mopeds under the management of the Ministry of National Defense and the Ministry of Public Security. According to the Circular, the standard stipulates 4 maximum limit values allowed for hydrocarbon (HC) and carbon monoxide (CO) parameters in motorcycle and moped emissions when participating in road traffic. Specific limit thresholds are specified in the attached standard table.
Motorcycle emission testing will be carried out at qualified facilities certified according to the provisions of law on road traffic order and safety. Emission meters must meet technical requirements according to Vietnamese standards. Based on the functions and tasks assigned by the Government, the Ministry of Construction is the agency organizing the implementation of emission testing for motorcycles and mopeds nationwide. If necessary, the emission measurement method will be applied according to the national technical regulations issued by the Ministry of Construction.
According to statistics, there are currently more than 70 million motorbikes and mopeds in circulation nationwide. To meet the needs of inspection, it is estimated that about 5,000 establishments are eligible for motorbike emission inspection nationwide. This is a significant challenge in the context of green transformation becoming a national strategy, requiring synchronous preparation of infrastructure, human resources and policy mechanisms.
Many experts believe that motorbike emission control can have a certain impact on the lives of a part of the population, especially the low-income group, so the implementation process will face many difficulties. However, before the urgent requirement of environmental protection and improving air quality, controlling emissions from motorbikes is an irreversible solution.
According to Dr. Khuong Kim Tao - former Deputy Chief of Office of the National Traffic Safety Committee, managing and monitoring the emission quality of motorbikes and mopeds is a necessary solution in the current period. For effective implementation, it is necessary to do a good job of propaganda, and at the same time prepare sufficient technical conditions, facilities and appropriate support mechanisms, creating social consensus.
The promulgation and application of new emission standards for motorcycles and mopeds is considered an important step forward in efforts to reduce emissions from transportation - one of the main sources of air pollution in major cities, towards the goal of developing more sustainable and environmentally friendly transportation in the coming years.
