Localities prepare for the roadmap to apply emission standards
Emission testing of motorcycles and mopeds must be carried out at qualified establishments according to legal regulations. Emission meters must meet technical requirements according to the National Technical Regulation on motor vehicle registration establishments and motorcycle and moped emission testing establishments, and comply with legal regulations on measurement.
The Ministry of Agriculture and Environment will direct its affiliated units to guide and implement the Standard. The Ministry of Construction is the agency organizing the implementation of emission control for motorbikes and mopeds circulating on roads.
In necessary cases, the emission measurement method will be implemented according to the national technical regulations issued by the Ministry of Construction.
Before the roadmap for applying new emission standards, localities have many necessary preparation steps. Ho Chi Minh City is accelerating the completion of conditions for motorbike emission testing.
The city requests management agencies and registration systems to urgently prepare infrastructure, equipment, and organizational plans to be ready to deploy emission testing for motorbikes and mopeds throughout the area.
The Ho Chi Minh City Department of Construction said that it has issued a document directing departments, branches, and related units to proactively implement Circular 92. This is an important legal basis to move towards controlling emissions of the most common group of vehicles in special urban areas.
According to the request of the Department of Construction, registration facilities must review existing premises, arrange separate areas to serve inspection and issue emission inspection certificates for motorbikes and mopeds.
The inspection area area must be suitable for vehicle traffic, meeting technical and safety requirements, creating convenience for people.
In parallel with that, registration units must inspect and adjust the system of equipment and inspection tools. Emission measurement equipment must be equipped with synchronous inspection management software, ensuring the ability to manage data, connect, and monitor according to regulations.
Registration facilities are also encouraged to study investment plans and purchase additional measuring equipment to serve emission testing of motorbikes and mopeds outside the registration facility, contributing to reducing pressure on the system when deployed on a large scale.
Helping people form the habit of green transformation
Talking to Lao Dong Newspaper, Mr. Nguyen To An - Deputy Director of the Vietnam Register, Ministry of Construction - said that the motorbike emission roadmap is being implemented in a cautious direction, with appropriate steps.
According to statistics, there are currently more than 70 million motorbikes and mopeds nationwide. Of which, about 19.7 million vehicles were produced from 2008 and earlier. The car group from 2009 to 2016 has about 21.5 million vehicles. The car group from 2017 to now has about 23.5 million vehicles. Hanoi and Ho Chi Minh City are the two localities with the largest number of motorbikes, respectively 5.6 million and 8.6 million vehicles.
Over the past time, registration units have had careful review and preparation to serve people when conducting inspections. These regulations in the long term help people form the habit of ensuring green transformation in the not too distant future.
Sharing his point of view, Mr. Nguyen Van Hung - a resident of Cau Giay ward, Hanoi - said that emission testing is necessary to protect the environment. He admitted that additional costs will arise, but this regulation has been popularized for a long time, so people have prepared psychologically.
Mr. Hung also supports the early transition to electric vehicles. According to him, the electric vehicle market has had many changes in the past time, helping users feel secure when switching to green vehicles. Not only protecting the environment, electric vehicles also help people save a lot of costs during use.
Meanwhile, Ms. Tran Thi Lan - a worker at Quang Minh Industrial Park, Hanoi - expressed her desire for the State to soon have policies to support low-income people who are using old cars. According to Ms. Lan, if they are supported with repairing or changing cars, workers will be more assured when implementing new regulations.
It can be said that with the increasingly serious environmental pollution situation, especially in major cities, controlling emissions from motorbikes is urgent. This process has also been carefully prepared, and people are ready to accompany in the green transition.
