The Ministry of Public Security issued Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses. The Circular takes effect from March 1, 2025.
Article 12 of Circular 12/2025/TT-BCA stipulates the recognition of driving test results as follows:
Considering the recognition of the test results for candidates taking the A1, A and B1 driving test as follows:
Candidates who pass the theory test and practice driving in the photo will be recognized as having passed the test results.
Candidates who do not pass the theory test will continue to take the practical driving test in photos.
Candidates who pass one of the subjects of the theory test or practice driving in the photo will have their test results retained for 1 year from the date of the test result.
If there is a need to take the test, the name must be in the record confirming absence or failure of the previous test council and the valid driver's health certificate or be in the driver's test information system.
Considering the recognition of the test results for candidates taking the driving test for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE as follows:
Candidates who pass the theoretical test, simulation test of traffic situations, practical test of driving in photos and practical test of driving on the road will be recognized as having passed the test results.
Candidates who pass one of the theoretical test contents, a test simulating traffic situations, a test on driving practice in photos or a test on driving practice on the road will have their test results recognized and the test results will be retained for 1 year from the date of the test result.
If you want to take the test, you must have a valid driver's health certificate and have your name on the record confirming absence or failure of the test panel or be in the driver's test information system.
In case the candidate does not meet one of the test contents specified in Point a of this Clause, the remaining contents will continue to be tested.
Within 2 working days from the date of completion of the test, the traffic police department will review, synthesize the results and transfer data of the test results to the Traffic Police Department to issue a driver's license, and report to the provincial police director for the test results.
Candidates who bring phones or communication devices to the theoretical test room, test room simulating traffic situations, on the test vehicle or have other fraudulent acts that distort the test results will be suspended or have the test results canceled.
