The Ministry of Public Security issued Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses. The Circular takes effect from March 1, 2025.
Accordingly, the Ministry of Public Security stipulates the responsibility of the Traffic Police Department in driving tests as follows:
Deploy network connection with local driving test centers and the Traffic Police Department.
Providing an account for the test monitoring information system for the Traffic Police Department and the unit's traffic police department to send trainees to organize the test at a driver testing center not located in the area.
Driver testing centers log in, transmit and exploit data; testing results data exploited on the software of the monitoring information system is compiled according to the prescribed form.
Publicly announce the schedule and locations for the expected driving test taking in the following month before the 20th of the previous month on the Electronic Information Page and the National Public Service Portal.
Organize driving tests.
In the work of issuing, renewing, reissuing, and revoking driving licenses as follows:
Perform the task of receiving documents for issuance, exchange, re-issuance of driving licenses, transfer data to the Traffic Police Department; print and return driving licenses.
Guiding the commune police to receive documents for changing, reissuing driver's licenses and transferring data to the traffic police department.
Carry out the revocation and cancellation of the driving license when there is a revocation decision of the Traffic Police Department.
Perform the task of receiving IDP applications, transferring data to the Traffic Police Department; printing and returning IDP.
In Information System Management as follows:
Invest in, maintain, and upgrade equipment, hardware, system software, and data transmission networks of the information system on testing and issuing driving licenses.
Operating the information system on testing and issuing driving licenses.
Receive, organize implementation and be responsible for professional software in the testing information system and driver's license information system.
Use software in the driver's test information system to conduct driver's testing, synthesize results as a basis for issuing and reissuing driver's licenses according to regulations.
Use software in the driver's license information system to update, process, exploit, authenticate and synchronize data and manage driver's licenses.
Use data on the information system installed and transferred at the Traffic Police Department, driver testing center to serve the inspection, examination and provide information to functional units.
Periodically or suddenly check the work of receiving documents for renewal and reissuance of driving licenses at the commune-level police station where the reception point is arranged.
