Mr. Vu Van Ky (residing in Dong Anh, Hanoi) said that he arrived late in the morning of the same day because he had to go for a health check-up. When he returned to do the procedures, the order was gone, so he had to wait until the afternoon to continue lining up. Because he did not know how to do the procedure online, Mr. Ky was forced to travel nearly 40km to do the procedures for expressly issuing and exchanging driving licenses.
Similarly, Mr. Ha Hoang Liem (residing in Van Phuc, Ba Dinh) also had difficulty dec setting information on the Public Service Portal and was unsuccessful, forced to come and work directly. "The reason is that the health certificate is not in accordance with regulations, the data cannot be connected, and the declaration is not in accordance with the form. After completing the health check-up and reporting, I had to wait until the afternoon," Mr. Liem shared.

Currently, due to the increasing demand for issuing and exchanging driving licenses in Hanoi, many people have to wait in line. To meet this need, the Traffic Police Department - Hanoi City Police guarantees that there are currently only two reception points, number 2 Phung Hung (Ha Dong) and number 253 Nguyen Duc Thuan (Gia Lam).

Before March 1, 2025, the issuance and renewal of driving licenses is under the authority of the Department of Transport (now the Department of Construction), with a total of 14 points for receiving documents in the entire Hanoi City, including 2 points at the Department of Transport and 12 points in districts. Each day, these points receive about 2,000 sets of documents. However, from March 1, 2025, the issuance and renewal of driving licenses will be taken up by the Traffic Police Department - Hanoi City Police, while currently there are only two receiving points, number 2 Phung Hung (Ha Dong) and number 253 Nguyen Duc Thuan (Gia Lam).

According to an officer at Phung Hung driving license exchange point No. 2, this unit issues and changes driving licenses to about 300 - 400 people every day. Most of the people come here because they do not know how to use technological devices to perform procedures online on the National Public Service Portal. In addition, some other cases due to incorrect information declaration, health check-ups at facilities that are not in accordance with regulations or loss of driving licenses... These cases will be instructed by staff to carry out procedures quickly.
Speaking to Lao Dong Newspaper reporter, Colonel Nguyen Quang Nhat - Head of the Department of Propaganda and Dissemination of Laws on Traffic Order and Safety (Traffic Police Department - Ministry of Public Security) said that there are currently two forms of issuing and renewing driving licenses: directly and online. People can choose the right form to avoid waiting in line.
In response to some opinions that changing driving licenses now requires queuing, the authorities can extend the validity period of the driving license for cases that are close to expiration as previously extended when going to vehicle inspection... the representative of the Traffic Police Department affirmed that there is no extension of the validity period of the driving license and recommended that people should proactively change it to the correct period.
Currently, some hospitals have linked health examination data with the National Public Service Portal, making online procedures more convenient.
"In the coming time, the police force will deploy a number of additional exchange points in wards and communes when conditions are met," said Colonel Nguyen Quang Nhat.
