Decree 119/2024/ND-CP regulates electronic payment for road traffic.
Notably, Clause 4, Article 31 of Decree 119/2024/ND-CP stipulates the rights and obligations of vehicle owners as follows:
Coordinate with the Road Use Fee Payment Service Provider to convert the existing toll collection account according to Decision No. 19/2020/QD-TTg dated June 17, 2020 of the Prime Minister to a traffic account and connect non-cash payment means to a traffic account before October 1, 2025.
In addition to the above responsibility, the car owner has a number of other rights and responsibilities for electronic payment as follows:
Attach the end-to-end the to the vehicle at the most recent inspection or before the inspection deadline or when passing the first road toll station or immediately when the end-to-end card is lost or damaged due to the owner's fault or after the warranty period expires. Payment of end-to-end the attachment to the Provider of road use fee payment services according to regulations.
Providing information to open a traffic account, declare and amend traffic account information when there is a change; Providing necessary information for the Traffic Electronic Payment Service Provider to return money to the payment method linked to the vehicle owner's traffic account when necessary.
Implement electronic payment services for road traffic in accordance with the instructions of the Traffic Electronic Payment Service Provider.
Read and understand the rights and obligations of vehicle owners and agree to comply with regulations on personal data security when providing, allow sharing personal data of vehicle owners, electronic payment service providers for traffic, collection management units and collection operation units to identify, authenticate, process and store data during the provision of electronic payment services for road vehicles.
Decide on using traffic account information to make electronic payments for road traffic.
Payment of fees, prices, and services related to vehicle traffic activities according to regulations.
Comply with traffic instructions when traveling through the collection point.
Explaining the regulation on converting non-stop toll collection accounts on the Government Portal, Mr. To Nam Toan, Head of the Department of Environmental Science and Technology and International Cooperation, Vietnam Road Administration, said that the toll collection account currently used by vehicle owners includes information about the vehicle, vehicle owner and money entered by the vehicle owner to pay when the vehicle passes through the station.
Because the account is specialized in collecting fees, the money deposited by the vehicle owner is only used for road toll payment but not used for other purposes and the money in the toll collection account is not charged for interest.
In addition, the connection between toll collection accounts and non-cash payment methods is still limited, not creating convenience for people and businesses, especially large transport businesses with many vehicles, to have to deposit a large amount of money into toll collection accounts.
This has led to reactions from businesses and people because the money in the account is not charged with interest.
More importantly, the Ministry of Construction is not a unit with expertise in managing money in toll collection accounts, so managing toll collection cash flow is difficult.
"For the above reasons, in the process of developing Decree 119, the Ministry of Transport (now the Ministry of Construction) agreed with the State Bank on a management method of separating toll collection accounts into traffic accounts connected to non-cash payment methods such as e-wallets or banks' accounts, credit cards, etc. Vehicle owners have the right to choose a payment method to connect to a traffic account," said Mr. Toan.
Regarding the benefits, Mr. Toan said that when implemented, Decree 119 will help State management of fee collection become more public and transparent; help people make easy and simple payments, promote cashless payments according to the Government's policy.
The account conversion is aimed at separating State management, the Ministry of Construction specializes in managing traffic accounts for electronic toll collection. The State Bank manages non-cash payment methods, ensuring legality and safer payment methods for people and businesses.
More importantly, money in the payment method will be charged at interest. With the diversity of payment methods, it will facilitate vehicle owners, especially for large-scale transportation enterprises.
The latest data from toll collection service providers up to August 2025 shows that only about 30% of the total 6.3 million vehicles using automatic toll collection services do not stop making account conversion. Currently, there are still 70%, equivalent to more than 4.4 million automobiles that have not converted to non-stop toll collection accounts.
