According to information posted on the Government Portal, the draft Circular promulgating "Amendment 01:2026 QCVN 01:2022/BKHCN National Technical Regulation on gasoline, diesel fuel and biofuel" proposes to adjust some important contents.
In which, the draft amendment of the flow point index (condensed point) regulates the basic quality index of diesel fuel.
At the same time, the basic quality indicator of diesel fuel B5 is also proposed to be adjusted as follows:
In addition, the draft amends clause 2.4.3 in the direction of stipulating that only oxygenate compounds are allowed to be mixed into unleaded gasoline, E5 gasoline and E10 gasoline as follows:
According to the drafting agency, the specific regulation of oxygenate compounds aims to reduce obstacles arising in the state inspection process on gasoline and oil quality management. These compounds are currently regulated in the EN 228:2018 and WWFC 2019 standards.
The draft also proposes to change the application time of summer and winter for flow point indicators, in order to be more suitable for weather and climate conditions in Vietnam. According to current regulations, summer is calculated from May to October, while winter is from November to April.
The drafting agency said that the amendment of the standard aims to improve technical regulations and create favorable conditions for gasoline and oil quality management.
