The Traffic Police Department, Bac Ninh Provincial Police announced the list of fines from September 19 to September 25. Among these, there are Ninh Binh license plate vehicles (new) that violate the following violations:
car owner running a red light: 90C-017.18.
Car owners who do not comply with the commands and instructions of the road markings: 18A-380.33.
car owners speeding: 35A-175.28; 35A-671.41; 90A-154.14; 90C-107.23.
Motorcycle owners not wearing helmets: 18B only 31.30.
Hung Yen Police said that from September 8 to September 14, the police will fine the cases. Including Ninh Binh license plate cars are marked as follows:
People should note that Circular No. 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes takes effect from July 1, 2025.
Accordingly, from July 1, the new license plates of Ninh Binh include the symbols: 18, 35, 90.
The Ministry of Public Security said that traffic violators can go to the traffic police department where people live or where they are found to be violating to resolve fines.
However, the Traffic Police Department informed that currently, people are gathering at the headquarters to handle violations of fines in large numbers, some places are overloaded and people have to wait a long time.
To create the most favorable conditions for people, without having to wait and travel far, the Traffic Police Department recommends:
People proactively look for fines. If there is a violation, people need to go to the traffic police department where they have permanent residence to handle it, should not go to the place where the violation was discovered in another locality, which is both overloading the authorities and requiring long trips.
The information that needs support is to be requested for people to send information about violations, the place of detection of violations, addresses and contact phone numbers to the mailbox of the Road and Railway Traffic Patrol and Control Guidance Department under the Traffic Police Department for specific instructions. The police note that the Law on Road Traffic Safety and Order, Decree 168/2024/ND-CP stipulating administrative sanctions for violations of road traffic safety and order; deduction of points, restoration of driving license points take effect from January 1, 2025.
Accordingly, some violations of road traffic safety order have increased fines compared to before, such as drivers running red lights being fined 18-20 million VND (old level was 4-6 million VND).
For cars: Vehicle registration, certificate of technical safety inspection and environmental protection, driver's license of the violator, citizen identification card of the violator (photocopy 1 copy of each type of document).
