According to the National Technical Regulation QCVN 41:2024/BGTVT on road signs effective from January 1, 2025, this is a no-parking and no-stopping and no-parking sign.
The system of no-stopping and no-parking signs continues to be clearly regulated to ensure traffic order and safety and limit congestion in crowded areas.

The no-parking traffic sign has the symbol P.131a, round, blue background, red border and a red diagonal line. This is a type of sign prohibiting vehicles from parking in the sign area. However, drivers are still allowed to stop for a short time to pick up and drop off passengers or quickly unload goods. This sign often appears on crowded streets, near hospitals, schools, commercial areas or narrow road sections.

Meanwhile, the no-stopping and no-parking sign has two red diagonal lines forming an X on a blue background. This type of sign strictly prohibits both stopping and parking in any form within the validity of the sign. Vehicle drivers are not allowed to let the vehicle stand still even for a short time, except for special cases as prescribed by regulations such as priority vehicles performing urgent tasks or vehicles encountering force majeure incidents.
According to regulations, signs are valid from the location of the sign to the place where the sign is no longer prohibited or to the nearest intersection. Some signs may come with auxiliary signs specifying the time, type of vehicle or scope of application.
Regarding the penalty level, Decree 168/2024/ND-CP stipulates that drivers of motorbikes and mopeds stopping in places with "No stopping and parking" signs or parking in places with "No parking" signs will be fined from 400,000 VND to 600,000 VND.
For drivers of cars, four-wheeled passenger cars with engines and similar types of cars, parking in places with signs "No parking" or "No stopping and parking" will be fined from 800,000 VND to 1 million VND.
Traffic experts recommend that people carefully observe the difference between signs with one cross bar and two cross bars to avoid violations. Strictly complying with the sign system not only helps avoid being penalized but also contributes to building a civilized and safe traffic environment.
