Mr. Luong Duyen Thong - Head of the Department of Vehicle and Driver Transport Management, Vietnam Road Administration, Ministry of Transport said that the handover of state management of driver's licenses will take place between competent authorities. For people, the issuance and renewal of driving licenses will not be affected or interrupted.
Before the handover (expected February 19), the issuance and renewal of driving licenses will be carried out by the Ministry of Transport; after handing over this work to the Ministry of Public Security for guidance. Therefore, people should not rush to issue and renew driving licenses. This will directly affect and cause inconvenience to the people themselves," Mr. Thong advised.

Previously, Lao Dong Newspaper reported that in many localities across the country, there was a situation of people congested to change their driving licenses.
According to the reporter of Lao Dong Newspaper on February 17 at the driver's license exchange point of the Hanoi Department of Transport, 16 Cao Ba Quat Street, Ba Dinh District, Hanoi City, despite the cold rain, people lined up to wait for their turn to complete the procedures for issuing and exchanging expired driver's licenses.
At 6:30 am (before opening time - according to regulations from 8:00 am to 11:00 am and from 1:30 pm to 4:00 pm), there were nearly 40 people lining up to get the order number to change car driving licenses.
According to Mr. Nguyen Dac Huy (residing in Bac Tu Liem district, Hanoi), he came here to do the driving license change procedure twice but could not do so because he arrived late. I had to arrive at 6am, but there were many people lining up in front, Mr. Huy shared.
Recorded at the driver's license renewal point No. 2 Phung Hung, Van Quan ward, Ha Dong district, Hanoi at 9:30 a.m., the number of driver's license renewal registration cases has expired. Many people coming later had to shake their heads and go home waiting for the shift.
Mr. Tran Van Tai (residing in Luong The Vinh, Thanh Xuan District, Hanoi) said that he had just called 1034 to get a check-in number but the number was out of stock, so he had to wait in line to get the number in the early afternoon.

Regarding the handover of the task of testing and granting driving licenses to the Ministry of Public Security, the Vietnam Road Administration has requested the Department of Transport of the provinces to coordinate with local police to fully prepare the contents related to the task of testing and granting driving licenses to be able to hand over immediately upon request.
The transport departments have a suitable assessment plan, to receive and renew driving licenses and complete the issuance of driving licenses for cases that have submitted documents to the departments before that time.
According to the Vietnam Road Administration, the units handed over are to implement the direction of the leaders of the Ministry of Public Security and the Ministry of Transport at the meeting on February 11 on preparing to hand over the task of State management of testing and issuing driving licenses from the Ministry of Transport to the Ministry of Public Security before February 19.
The Vietnam Road Administration further informed that in order not to interrupt the work of issuing driving licenses to people during the transfer of tasks, and at the same time avoid waste when the Ministry of Transport stops testing and issuing driving licenses, the Vietnam Road Administration requests the transport departments to review and forecast the number of driver's license stamps that need to be used to serve the need to issue and change driving licenses until February 2025, including a plan to use them until February 19 and a plan to use them until February 28.
