According to the report of the Vietnam Road Administration, in order for the handover of tasks to be complete, quick, and on schedule, the Vietnam Road Administration said that it plans to list the tasks handed over as follows:
- List of legal documents serving the task of state management of driving test and issuance of driving licenses.
- List of civil servants and public employees at the Vietnam Road Administration and the Departments of Transport participating in managing the work of testing and granting driving licenses.
- Software systems serving state management of driving test and licensing at the Vietnam Road Administration, Departments of Transport and driving test centers.
- Driver's license blanket.
- List and main information of the driving test center and driving practice ground used for testing motorbike drivers.
- List and information for the team of examiners, documents related to training, issuance of examiner cards.
- Number of driving licenses currently managed by the Vietnam Road Administration and the Departments of Transport.
- Online public service software to change driving licenses issued by the transport sector and international driving licenses.
- List of locations for receiving applications for issuance and renewal of driving licenses in localities.
- Driver's license data nationwide and of each locality, including cover driver's license data, has been updated on the system.
- International driving license data at the Vietnam Road Administration and the Departments of Transport is still valid.
- List of printers in use at the Vietnam Road Administration and the Departments of Transport.
- archival records for the testing center at the Vietnam Road Administration and the Departments of Transport.
- archival records on testing and issuing driving licenses at the Departments of Transport.
- archive of driving licenses issued by the police before 1995.
Regarding preparation, the Vietnam Road Administration said that the Vietnam Road Administration has coordinated with the Traffic Police Department - Ministry of Public Security to survey, grasp the situation and prepare the handover contents, surveyed the management of testing and issuing driving licenses at the Hanoi Department of Transport, surveyed the driving license data management center at Viettel Military Telecommunications Industry Group, established professional groups to coordinate between the Vietnam Road Administration and the Traffic Police Department and requested the Traffic Police Department to coordinate in Official Dispatch No. 755/CDBVN-QLVT,PT&NL dated February 12, 2025.
The Vietnam Road Administration has issued 3 documents directing and guiding the Departments of Transport to review, prepare the reporting contents and hand over the task of testing and granting driving licenses to the Police of provinces and cities (occurential document No. 705 CDBVN-QLVT,PT&NL dated February 10, 2025; Official document No. 746 CDBVNQLVT,PT&NL dated February 12, 2025; Official document No. 755 CDBVN-QLVT,PT&NL dated February 12, 2025).
Currently, the Departments of Transport are reviewing, synthesizing reports to the Vietnam Road Administration and coordinating with local police to prepare for handover and receipt when required.
