Motorcycle emission regulations are feasible to implement

The Department of Environment said that the viewpoint of developing motorcycle emission standards must ensure completeness, detail, and feasibility for implementation.

The Ministry of Agriculture and Environment is drafting a Circular promulgating national technical regulations on emissions of motorbikes and mopeds (motorbikes) in circulation in Vietnam.

In the Circular, the Department of Environment said that, in addition to ensuring feasibility, motorbike emission regulations must ensure compliance with the Law on Environmental Protection, other relevant laws, and policies of the Party and State; ensure consistency and synchronization with other legal documents in the current legal system. Ensure compliance with socio-economic development.

According to the Department of Registration, by 2028, there will be about 5,000 organizations and facilities nationwide that will be able to inspect and assess the emissions of motorbikes and mopeds to ensure the inspection of about 70 million vehicles nationwide.

The draft circular stipulates the limit value of emission parameters, inspection methods and management requirements in periodic inspection of emissions of motorbikes in circulation in Vietnam.

This standard stipulates the maximum allowable limit at the following parameters: Monoxide carbon (CO), hydro hydroxide carbon (HC) for emissions from motorbikes in circulation.

The maximum limit value of CO and HC parameters in motorbike emissions is specified in the following table:

Regarding the roadmap for motorbike emission inspection, the Ministry of Construction said that emission inspection for motorbikes in circulation is not mandatory from January 1, 2025 but is implemented according to the Prime Minister's Decision stipulating the roadmap for applying emissions of road motor vehicles in circulation (roadmap).

Regarding preparation work, avoiding congestion at emission inspection facilities. Pursuant to the Law on Road Traffic Order and Safety, the Ministry has proactively developed relevant legal documents to prepare for motorbike emissions inspection as follows:

The Decree stipulates the business conditions for motor vehicle inspection services; organization and operation of inspection facilities; and the life of motor vehicles. Including regulations on the operating conditions of motorbike and moped emission inspection facilities.

Issue 03 Circulars under authority:

The Circular stipulates the order and procedures for new, re-issued, temporarily suspended operations, and revocation of certificates of eligibility for motor vehicle inspection activities of motor vehicle inspection facilities, motorbike and motorbike emission inspection facilities.

Circular stipulates the order and procedures for first inspection and exemption from motor vehicles and special -use motorbikes; Order and procedures for technical safety certification and environmental protection for renovated motor vehicles and specialized motorbikes; Order and procedures for testing motor vehicles and motorbikes.

Circular promulgating National Technical Regulations on technical facilities and locations of motor vehicle inspection facilities, emission inspection facilities for motorbikes and mopeds.

Thus, the Ministry has submitted to the Government to issue and promulgate under its authority legal documents ready for the inspection of emissions of motorbikes and mopeds in circulation.

In the coming time, the Ministry of Construction will closely coordinate with the Ministry of Natural Resources and Environment to complete the Roadmap to submit to the Prime Minister; at the same time, carry out propaganda, dissemination, organize training for inspectors, professional staff, ... so that agencies, organizations, and enterprises have time to prepare technical facilities and human resources to reduce congestion that may occur at inspection facilities.
