From March 1, 2025, when there are no more district police, people will register their vehicles at the commune police. If the commune police are not qualified or overloaded, citizens can register their vehicles at the adjacent commune police or another commune police in the same district.
Article 12 of Circular 13/2025/TT-BCA stipulates amending and supplementing a number of articles on the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes. Some notable points are as follows:
Commune, ward, town police, police stations in districts where there are no commune-level administrative units (hereinafter referred to as commune-level police) shall register vehicles as follows:
Commune-level police have been decentralized to register motorbikes before the effective date of this Circular to continue to register motorbikes of domestic organizations and individuals with headquarters and residence in the locality.
The commune-level police where the district-level police previously had headquarters to register vehicles of domestic organizations and individuals headquartered and residing in that locality and in communes, wards and towns that have not been classified for vehicle registration.
For communes with specific areas, based on the actual situation of the number of registered vehicles, nature of the area, geographical distance, the director of the provincial police or centrally run city police (hereinafter referred to as the provincial police) agrees with the Director of the Traffic Police Department to decide to organize vehicle registration as follows:
For commune-level vehicles with a number of vehicles exceeding the registration capacity, in addition to the commune-level police directly registering the vehicle, the adjacent commune-level police that have been decentralized to support the organization of vehicle registration by cluster for domestic organizations and individuals with headquarters and residence in the area.
For districts where there are no commune-level administrative units, the police station or the Traffic Police Department shall register the vehicle.
For commune-level police who do not meet the conditions for organizing vehicle registration, they will assign another commune-level police station in the district to register the vehicle.
Continue to decentralize vehicle registration to the Commune-level Police that has not been decentralized, completion time before June 30, 2026.
