Road delayed
The bypass road project of Quang Uyen town has a total investment of 200 billion VND, expected to be completed in 2025. The contractor consortium implementing the project includes Dong Duong Co., Ltd. and ACC-224 Joint Stock Company.
According to the reporter's investigation, the project to build the bypass road of Quang Uyen town is a grade I project, belonging to group B, using public investment capital managed by Cao Bang province. The project investor is Quang Hoa District People's Committee (old).
The road is about 4.85km long, starting point in Phuc Sen commune, ending point in Quang Uyen town (before the merger).


Real-world records of reporters in June 2026 show that the project is still under construction. In the area adjacent to Provincial Road 206 towards Trung Khanh, many items are almost stopped. Machinery and equipment of the contractor are located at the construction site amidst piles of gathered materials.
Representatives of the contractor consortium said that the biggest difficulty currently is the lack of filling soil. Therefore, the work of ACC-224 cannot be completed, while the remaining items are basically ready for asphalt concrete pavement.
According to research, right from 2024, the project has encountered problems when it lacked more than 300,000m3 of embankment soil, significantly affecting the construction progress.
To remove difficulties in material sources, from the end of 2025, Cao Bang Provincial People's Committee has licensed the exploitation of Coc Ray soil mine in Dau Cau 1 hamlet, Doc Lap commune to Bao Ngoc Trading and Construction Co., Ltd.

The soil mine has an area of more than 4.2ha, licensed exploitation reserves of over 915,700m3, maximum capacity of 210,000m3/year and an exploitation period of 5 years from the date of licensing.
Sediment scarcity
The land source from Coc Ray mine is identified to serve the Quang Uyen town bypass road project and some other key projects in the province.
However, according to the licensed exploitation enterprise, although it has basically completed the legal procedures and related financial obligations, the exploitation operation has not yet been implemented due to opposition from a part of the local people.
The slow exploitation of the soil mine continues to affect the supply of materials, causing the construction progress of the bypass road of Quang Uyen town not to be accelerated as expected.


Meanwhile, people in Dau Cau 1 hamlet expressed concern that the mine area is located near natural water sources serving daily life and agricultural production.
People believe that large-scale land exploitation may increase the risk of landslides, environmental impacts and impacts on upstream forest areas.
In addition, some households reflect that the land acquisition process and project implementation still have contents that have not been fully informed, leading to many concerns and recommendations related to the exploitation of soil mines in the area.
Regarding this issue, in Conclusion Notice No. 2324/TB-VP after the citizen reception on May 7, 2026, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa affirmed that the Coc Ray soil mine exploitation project is of great significance in providing materials for the Quang Uyen bypass and other key projects.


According to the conclusion, the process of advising on exploitation licenses was carried out in accordance with procedures and authority.
The project implementation area is production forest land, not protection forest as households mistakenly believe; the enterprise has also completed the obligation to pay replacement forest planting fees according to regulations.
Regarding concerns related to livelihoods and safety of people, the head of Cao Bang Provincial People's Committee emphasized that if the construction process causes landslides and rocks affecting people's production areas, the project will be suspended and businesses must compensate for all damages.
According to PV's source, the Department of Agriculture and Environment of Cao Bang province came to survey Coc Ray soil mine and then proposed a plan to exploit the soil mine in 2 phases.
The purpose of this is to ensure the volume of filling soil supplied to the works, and at the same time limit the impact on the water veins flowing through the mine area.
