According to Decree 153/2025/ND-CP recently issued by the Government, amending and supplementing Decree 72/2023/ND-CP, a notable new point is the addition of Article 11a regulating the norms for the use of public cars for general work at the commune level. Each commune is equipped with a maximum of 02 public cars to serve the work.
The list of commune-level titles that are allowed to use public cars includes: Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee at the commune level; Deputy Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Vice Chairman of the Vietnam Fatherland Front Committee at the commune level.
Public vehicles at the commune level are only used for work, not used to pick up and drop off individuals from their residence to the agency and vice versa.
Along with the new regulations on the number of vehicles, Clause 1, Article 15 of Decree 72/2023/ND-CP (amended and supplemented by Decree 153/2025/ND-CP) also clearly states the price norms for purchasing cars for general work. Accordingly, the maximum price is 950 million VND/vehicle.
In case the agency or unit needs to buy a vehicle with 12 to 16 seats, the maximum price is 1.3 billion VND/vehicle. If equipped with a 7- or 8-seat 2-wheel vehicle, the maximum allowable price is 1.6 billion VND/vehicle.
The authority to decide on the equipment of these types of vehicles belongs to the Chief of the Party Central Committee Office, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, ministries, central agencies, the Standing Committee of the Provincial Party Committee, the City Party Committee, and the Provincial People's Committee. Equipment must be based on the nature of work, scope of operation and actual needs of each unit, while ensuring the principles of reasonable, economical and efficient structure.
