The Government has just issued Decree No. 153/2025/ND-CP (Decree 153) amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles. The Decree will take effect from July 1, 2025.
Notably, the transitional provision of Decree 153 stipulates:
The positions of director general and equivalent have been equipped with cars for the position in accordance with the provisions of Decree No. 72/2023/ND-CP, and after the arrangement of the apparatus, the standards for using cars for positions no longer meet, the rearrangement and handling of cars for positions that have been equipped will be carried out in accordance with the provisions of Article 23 of the Decree.
In case the position allowance coefficient is reserved for a period of time as prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system (amended and supplemented in Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government), they are allowed to continue to use equipped title cars during the period of reservation of the position allowance coefficient.
In cases of consolidation and merger when implementing the reorganization of the apparatus of the political system that the agency, organization or unit receiving the merger, the agency, organization or unit formed after the consolidation has a number of cars serving the general work of higher capacity than the number of cars prescribed due to receiving assets of the agency, organization or unit before the restructuring of the apparatus, they will continue to manage and use the existing number of cars for service.
When eligible for liquidation according to the provisions of Clause 4, Article 3 of this Decree or handling according to the provisions of law on management and use of public assets, the agency, organization or unit shall handle the car according to regulations, ensuring the number of cars for general work according to the norms prescribed in this Decree.
Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen of the Board of Members, Chairmen of the Board of Directors of economic groups, Heads of relevant agencies, organizations, units, enterprises and individuals are responsible for implementing this Decree.
Point b, Clause 1, Article 7 of Decree No. 72/2023/ND-CP stipulates that the general director is the title that allows the use of cars to transport and pick up from the place of residence to the office and vice versa and on business trips, with a maximum purchase of 1.25 billion VND/vehicle.
