Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 170/KL-TW of the Secretariat on reviewing the preparation for the Ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, the Fatherland Front of provinces, cities, communes, wards, and special zones.
Accordingly, the Secretariat requested: Party committees and party organizations from the central to local levels continue to focus highly on leadership, direction, and reviewing work (according to the conclusions of the Politburo, the Secretariat, and assigned functions and tasks) to speed up the implementation progress.
No later than June 25, 2025, the agencies assigned must:
(1) Complete the establishment of a Party organization, appoint a Party Committee, Inspection Committee, People's Council, People's Committee, Fatherland Front of a province, city, commune, ward, or special zone in accordance with the spirit of the conclusion of the Politburo.
(2) Complete the issuance of documents, circulars, and instructions from ministries and branches in assigned areas and send them to the commune level for implementation (the Central Internal Affairs Committee shall preside over and coordinate with the Ministry of Home Affairs and the Ministry of Justice to review and specifically and in detail the number of circulars and administrative procedures).
The Secretariat requests the Standing agency of the Steering Committee No. 57-NQ/TW to monitor, urge and guide ministries, branches and localities to focus on implementing Plan No. 02-KH/BCDTW, dated June 19, 2025 of the Steering Committee, especially the key and urgent tasks until July 1, 2025 to ensure the implementation of online public services for people and businesses in accordance with requirements. Direct relevant agencies on duty and on duty to be ready to handle technical problems arising during the implementation process.
Provincial and municipal Party Committees urgently complete the trial operation of the activities of Party, State agencies, the Fatherland Front and socio-political organizations at the commune level; organize assessments and have reports on experience on trial activities no later than June 27. Review the arrangement of headquarters, equipment, working facilities and necessary conditions, ensuring smooth operations when officially put into operation.
Cadres, civil servants, public employees, and workers must focus on their work, maintain their image, style, and uphold their spirit and responsibility in serving the people. For places where the commune level lacks professional staff, the provincial level must arrange them promptly and fully, increase support and assistance staff to ensure smooth work.
Review and adjust the plan to organize the Ceremony announced on June 30, 2025 in a synchronous and unified manner in accordance with the Central's instructions; combine with organizing celebration activities to create a joyful and exciting atmosphere among cadres, party members and people, ensuring practicality, effectiveness, and compliance with Party regulations and State laws, avoiding ostentation, formality, and expensiveness that cause bad public opinion (depending on the conditions of each locality, allowing the organization of fireworks displays with appropriate scale and form and not using the state budget).
Limit the organization of summaries, meetings, and farewells; strictly prohibit the organization of festivals, congratulations on receiving positions, and promotions related to the arrangement and consolidation of administrative units. Resolutely resolve outstanding work before June 30, not to let unfinished or unknown issues, authority and responsibility of authorities at all levels when they end their operations; The work that is being carried out needs to have a plan to transfer tasks to continue to ensure no loss or neglect of work; effectively manage and use public assets, houses and land, and avoid loss or waste.
