The Government has just issued Decree 153/2025/ND-CP amending and supplementing a number of articles of Decree 72/2023/ND-CP stipulating standards and norms for the use of automobiles in state agencies. Accordingly, a notable new point is the addition of Article 11a regulating the norms for the use of cars for general work at the commune level, allowing a maximum of 02 public cars/commune.
According to the new regulations, the following commune-level positions are allowed to use cars for general work to perform duties and tasks assigned by agencies, organizations, and units (not used for transportation and pick-up from place of residence to agency and vice versa):
Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front at the commune level; Deputy Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Vice Chairman of the Vietnam Fatherland Front Committee at the commune level.
Accordingly, Clause 1, Article 15 of Decree 72/2023/ND-CP (amended and supplemented by Decree 153/2025/ND-CP) stipulates that the maximum purchase price of cars for general work is 950 million VND/vehicle.
In case it is necessary to buy a car with 12 - 16 seats, the maximum price is 1.3 billion VND/vehicle, buy a 7- or 8-seat car with 2 seats, the maximum price is 1.6 billion VND/vehicle.
The Chief of the Party Central Committee Office, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, ministries, central agencies, the Standing Committees of the Provincial Party Committee, the City Party Committee, the Provincial People's Committee, based on the scope of activities, nature of work, and actual demand for vehicles of agencies, organizations, and units to decide on the equipment of cars with 12 - 16 seats and cars with 7 or 8 seats and 2 bridge for agencies, organizations, and units under their management to ensure a reasonable, economical, and efficient structure.
