On the morning of September 17, information from the Traffic Police Department, on September 16, after receiving information about a passenger car with license plate 36F-004. xx with a driver using a phone while driving a vehicle participating in traffic, the Traffic Police Department of Hai Phong City Police directed Road Traffic Police Team No. 4 to urgently verify, inspect, and handle.
During the inspection, the Traffic Police force identified Mr. T.H. M (born in 1982, residing in Trieu Son commune, Thanh Hoa province) as the driver of the vehicle. At the police station, the driver admitted to the violation.
The working group made a record of administrative violation against Mr. T.H. M for the act of "using a hand to hold and use a phone or other electronic device when driving a vehicle participating in traffic while moving on the road", as stipulated in point h, clause 5, Article 6 of Decree No. 168/2024/ND-CP of the Government, amended and supplemented in Decree No. 238/2026/ND-CP. For the above act, the driver was fined 5 million VND and had 4 points of his driver's license deducted.
Using a phone while driving reduces the ability to observe and handle situations and potentially causes traffic accidents. The Traffic Police force recommends that vehicle drivers absolutely do not use phones when the vehicle is moving, especially for passenger transport business drivers.
