On September 17th, according to the Thanh Hoa Provincial Civil Defense Command, from 7:00 AM on September 13th to 5:00 AM on September 17th, the province experienced moderate to heavy rain, with very heavy rain in some places, with common rainfall from 300-450mm.
Some places have higher rainfall such as Nhu Xuan Meteorological Station 490mm, Chuoi Hydrological Station 469mm, Tinh Gia Meteorological Station 459mm.
Prolonged heavy rain has caused the water level of many rivers to rise. On the morning of September 17, the Buoi and Yen rivers at Chuoi hydrological station were both above alarm level III; many other rivers were at alarm level I, II and continued to rise. Thanh Hoa Hydrometeorological Station has issued an emergency flood warning on the Buoi and Yen rivers.
According to statistics as of 6:00 AM on September 17th, the whole province had 344 households with houses flooded, including 215 households in Kim Tan commune and 77 households in Ngoc Lien commune. Floods caused 4 houses to collapse, and one house in Loc Toong village, Trung Ha commune was affected by landslides and rolling rocks.
Many residential areas in Thach Quang, Thanh Phong, Mau Lam, Bat Mot, Thanh Vinh, Phu Le communes... were locally flooded.
Faced with the complicated developments of rain and floods, 35 localities have evacuated 416 households with 1,669 people to safe places. Evacuation areas are arranged with food and essential necessities.
Traffic is also seriously affected. On National Highway 15C, National Highway 16, National Highway 217, Provincial Road 519 and Provincial Road 530B, there are 7 landslide locations causing traffic jams.
In addition, 22 locations on traffic routes were flooded causing congestion, including 4 locations on national highways and 18 locations on provincial roads. In 40 communes, there are 201 bridge and overflow locations on inter-village and inter-commune routes flooded.
Notably, on the morning of September 17, National Highway 1A section passing through Hoat Giang commune, in front of Venus Shoe Co., Ltd., was deeply flooded. Mr. Phung Tien Dung - Chairman of Hoat Giang Commune People's Committee said that the Hoat River water rose, overflowed the dike and then flowed through National Highway 1A.
Until about 8:20 am on the same day, the water continued to rise and overflow both sides of the road, the deepest point was about 0.7m. Only some large trucks could circulate, and cars and pickup trucks could not pass through this area.
Floods also caused great damage to agricultural production. By 6 am on September 17, the whole province had about 2,157ha of production flooded, and 160ha of aquaculture ponds overflowed.
Damage figures continued to increase after the 6-hour statistical milestone. In Nong Cong commune alone, updated on the morning of September 17 showed that 1,524 households were flooded, 50 households with 167 people were isolated and 401 households had to be relocated on the spot.
Previously, at noon on September 16, in Yen Khuong commune, a man died after slipping while crossing a stream and being swept away by water.
According to the meteorological agency, on September 17, Thanh Hoa continued to have moderate to heavy rain, with very heavy rain in some places; the risk of flooding, flash floods and landslides is still high in many areas.
