Thai Binh Provincial People's Committee issued Decision No. 1787/QD-UBND approving the number and types of cars for general work according to standards, norms and the number of pickup trucks and cars with 12-16 seats for general work for agencies and units assigned to perform tasks according to the provisions of Decree No. 72/2023/ND-CP of the Government.

Decree 72/2023/ND-CP of the Government stipulates the standards and norms for using district-level cars as follows:
Car usage norms for public service of each district, town, city under province, centrally run city (collectively referred to as district): Maximum 6 cars/1 district.
For provinces and centrally-run cities where the District Party Committee, District Party Committee, Town Party Committee, and City Party Committee are budget units under the Office of the Provincial Party Committee and City Party Committee, the maximum quota for using cars for general work purposes as prescribed in Clause 2, Article 11 of this Decree shall be 4 cars/district.
For districts that meet one of the following criteria, the quota of 1 vehicle/district will be added. For districts that meet 2 or more of the following criteria, the quota of 2 vehicles/district will be added:
District has 15 or more administrative units such as communes, towns.
The district has a natural area of 450km2 or more.
Districts in mountainous areas, islands, areas with especially difficult socio-economic conditions according to regulations of the Government and the Prime Minister.
City of central city.
For special urban areas, in case it is necessary to equip additional cars to serve the common work of units at the district level, the Provincial People's Council shall consider and decide on the car quota for the common work of agencies, organizations and units at the district level, ensuring the principles of economy and efficiency.
Based on the actual situation of the locality, the District People's Committee (after consulting with relevant agencies according to the Working Regulations of the District Party Committee) decides on the specific quota for each agency, organization, and unit under the district level; decides on the management of cars for general work according to one of the following methods: Assign the Office of the District People's Committee to centrally manage cars to arrange for general work for the subjects of the district who are allowed to use cars when going on business trips.
Assign the District Party Committee Office, District People's Council Office, District People's Committee Office or agencies, organizations and units under the district to directly manage and use cars for general work for subjects under the management scope of each office, agency, organization and unit.
In case of applying the centralized vehicle management method, the car-using units shall pay the unit assigned to centrally manage the cars for the costs of car management and operation similar to the case of shared use of public assets as prescribed in Article 10 of Decree No. 151/2017/ND-CP and its amendments and supplements.
