Theoretical test
According to Appendix II issued together with Circular 108/2026/TT-BCA, from March 1, 2027, the theoretical examination procedure for class B1 driver's licenses will be implemented according to unified steps, clearly stipulating the responsibilities of examiners, the exam procedures of candidates and how to recognize results.
For organizational work, each theoretical examination room must arrange at least one examiner. This person is responsible for receiving lists and dossiers of candidates; checking and operating computer systems, printers and electronic identification and authentication software to serve the exam.
Before starting the test, the examiner calls the candidate according to the list, compares information and photos on the system with the hồ sơ and registration number, and at the same time requests the candidate to sign confirmation on the minutes or confirm on the electronic environment before issuing the exam order.
Throughout the examination process, examiners are responsible for closely supervising the compliance with exam room regulations, not allowing people without duty to enter the room, not allowing candidates to bring documents, phones or technical equipment into the exam room, as well as preventing the exchange and use of documents.
In case violations are detected, the examiner must make a record and report to the Examination Council for consideration and decision.
For candidates, before taking the exam, personal information must be verified through the identification and electronic authentication application software. Then, candidates receive the calculator, enter the registration number and check the information displayed on the screen before starting the exam.
According to regulations, the B1 theoretical exam has a duration of 33 minutes, including 50 questions, each question is scored 1 point.
When candidates complete the exam or the exam time is over, the computer system will automatically score and save all results, including unanswered questions, to the server.
Regarding the recognition of results, candidates must achieve 45/50 points or higher to meet the requirements. After having the results, the examiner records scores, comments and signs confirmation; candidates also sign confirmation on the summary minutes of the results or confirmation on the electronic environment according to regulations.
Practice test
According to regulations, at each practical testing area, at least 1 examiner must be arranged to perform the task of organizing and supervising the exam.
Examiners are responsible for receiving lists and dossiers of candidates; checking automatic scoring devices and electronic identification and authentication application systems and software before starting the exam.
During the exam organization process, examiners operate the automatic scoring system (or supervise if the operation is performed by technical staff of the center), call candidates, monitor identity verification through electronic identification software, arrange exam vehicles and issue exam start orders.
At the same time, test takers must ensure that in test number 1, only one candidate performs at the same time, monitor the entire test process and record violations of candidates through the equipment system in the operating room.
