On May 20, Lao Dong e-newspaper published an article "Black, foul-smelling ditch in front of a school gate in Ninh Binh". The article reflects on the serious pollution of the canal and ditch section in An La area in Hong Quang ward, Ninh Binh province, emitting a foul odor, affecting the lives of surrounding people.
According to reporters of Lao Dong Newspaper, along the An La canal, many sections have black water, the water surface is covered with duckweed, and in some sections, many nylon bags and waste are scattered indiscriminately. In hot weather, this area smells foul.



Immediately after receiving feedback from Lao Dong Newspaper, Hong Quang Ward People's Committee conducted inspection, cleaning and reported on the handling of the canal.
According to the report of Hong Quang Ward People's Committee, Anh La 1 canal passing through the area is a level 1 canal system under the management of Nam Ninh irrigation system, with a length of about 600m.
The report clearly stated that as of May 23, the Ward People's Committee inspected, the canal section showed signs of water changing color, duckweed and garbage floating on the water surface. At some locations, there was a foul odor.

Hong Quang Ward People's Committee has directed the Department of Agriculture and Environment to coordinate with Irrigation Cluster 2 under Nam Ninh Irrigation Works Company and the residential group to collect duckweed and garbage to clear the flow. In addition, propagate to households not to dump garbage into the canal; the residential group strengthens environmental sanitation monitoring in the area along both sides of the canal and installs warning signs.
