VGCL cares for and supports workers who are ethnic minorities and mountainous people

The Standing Committee of the Vietnam General Confederation of Labour has just sent an official dispatch to the Provincial and City Labor Confederations, central and equivalent industry trade unions, corporation and general corporation trade unions directly under the Vietnam General Confederation of Labour on caring for and supporting workers who are ethnic minorities and mountainous people.

According to the Standing Committee of the Vietnam General Confederation of Labor, in recent years, the number of workers and laborers who are ethnic minorities and mountainous people participating in the labor market has been constantly increasing, concentrated in industrial parks and developed delta areas.

Trade union levels have implemented many solutions to propagate, mobilize, gather and care for, support, and help workers and laborers who are ethnic minorities and mountainous people to soon access and integrate into the modern industrial and business production environment, overcome difficulties in housing, places for children to study, participate in collective activities, and enjoy spiritual and cultural values.

However, compared to the general level, workers and laborers who are ethnic minorities and mountainous people still face difficulties in participating in the labor market and creating a life.

Most have not been trained in vocational skills, lack life skills, slow to adapt to the modern industrial production and service business environment; there are still barriers in accessing and integrating into culture, life with colleagues and the new environment; working style and labor discipline need to be improved; income is not high, financial management and life organization are not scientific, and there are still potential risks; difficulties in accessing education, health, cultural - entertainment services, especially housing; in some cases, there are cases of social evils and violations of the law.

Thoroughly grasping the Party and State's guidelines and policies for ethnic minority and mountainous areas, with the motto "Don't leave anyone behind", implementing the Resolution of the 14th Vietnam Trade Union Congress, in order to care for and provide timely and effective support to workers and laborers facing difficulties in general, especially workers and laborers who are ethnic minorities and mountainous people, the Standing Committee of the Vietnam General Confederation of Labour requests the Provincial and City Labor Federations, central industry trade unions, group trade unions, and directly affiliated corporations to seriously implement the following tasks:

On the basis of reviewing the list of union members and workers in difficult circumstances, compiling a list of union members and workers who are ethnic minorities and mountainous people to have specific and practical care and support policies and solutions based on in-depth understanding, grasping thoughts, needs, and legitimate aspirations.

Propagating, mobilizing, and supporting workers and laborers who are ethnic minorities and mountainous people to be confident and bold in integrating into a new working and living environment; cultivating working style, complying with labor discipline and awareness of law compliance; saying no to drugs and social evils; taking care of, protecting and improving health, limiting the use of alcohol and other stimulants.

Directly support and help workers and laborers who are ethnic minorities and mountainous people in signing labor contracts, grasping policies and laws related to rights in labor relations; supporting house rentals, access to social housing; helping to find schools for children to study, places for medical examination, and credit loans. Caring for, protecting, and promptly supporting workers and laborers in difficult circumstances, who have their rights violated, or are paid low wages.

Guide workers and laborers who are ethnic minorities and mountainous people on the skills of organizing family life, teamwork skills, skills of participating in collective activities, financial management skills to ensure economical and purposeful spending. Propagate to union members and other workers to understand, share, unite, support and participate in all activities with workers and laborers who are ethnic minorities and mountainous people. Absolutely do not discriminate or treat in all activities.

Actively organize cultural and sports activities, collective experience activities, attracting a large number of union members and workers who are ethnic minorities and mountainous people to participate; honor cultural values, encourage workers and laborers to enthusiastically work and produce. Where there are many workers who are ethnic minorities and mountainous people, it is necessary to encourage the organization of Cultural and Sports Festivals for workers who are ethnic minorities and mountainous people, attracting the participation of a large number of other workers.

Proactively advise local Party committees and authorities on support policies and concern for workers and laborers in general and workers and laborers who are ethnic minorities and mountainous people in particular.

The Standing Committee of the Vietnam General Confederation of Labour requests the standing committees of affiliated trade unions to immediately implement the above tasks, creating a clear change in the content of this work. Report the implementation results to the Labor Relations Department of the Vietnam General Confederation of Labour before October 1, 2026...
