On June 3, the Department of Finance of Quang Tri province confirmed that Tai Tam Wind Power Company had complied with paying the full amount of 9 billion VND into the account to serve the Tan Lien - Thuan Road (District 86) Upgrade and Expansion Project.
The DH. 86 road project section passing through Tan Lap commune (Quang Tri province) belongs to the class IV traffic project group, with a total length of about 3,655.57m; the starting point intersects with National Highway 9 at Km67+330, the ending point connects to the existing cement concrete road. The project has a roadbed width of 8.0m, a road surface width of 5.5m, reinforced sidewalks, compacted soil, with a total investment of 30 billion VND.
In the capital structure, Quang Tri province's budget allocates 12 billion VND, and the remaining 18 billion VND is capital from voluntary contributions of 2 wind power enterprises in the area.
According to the initial commitments in the agreement documents, the Joint Venture of Khe Sanh Wind Power Joint Stock Company and Tai Tam Quang Tri Energy Investment One Member Limited Liability Company (abbreviated as Tai Tam Wind Power Company) each unit will contribute 9 billion VND to jointly build this people's road with the province.
However, after that, Tai Tam Wind Power Company suddenly turned its back and "withdrew its commitment" to pay 9 billion VND.

After the reflections of Lao Dong Newspaper, agencies and departments of Quang Tri province intervened to review and request Tai Tam Wind Power Company to fulfill its commitments, then this company will comply.
When the capital source was ensured, the Project Management Board for Construction Investment and Land Fund Development of Khe Sanh commune (the project investor) coordinated with the People's Committee of Tan Lap commune to urgently implement site clearance steps. The Project Management Board for Construction Investment and Land Fund Development of Khe Sanh commune proposed that the People's Committee of Tan Lap commune drastically organize mobilization and definitively resolve arising disputes so as not to delay construction progress.
Regarding the construction and installation deployment plan, the Project Management Board for Construction Investment and Land Fund Development of Khe Sanh commune said that it has completed the signing of contracts with supervision consulting units and construction contractors. According to the plan, construction will start on July 10, 2026, and it is expected to complete and hand over the traffic road for use before December 30, 2026.
However, the time of commencement and construction was right in the rainy and storm season. Concerned about the slow progress of the project, the Joint Venture of Khe Sanh Wind Power Company and Tai Tam Wind Power Company sent a document to Quang Tri province, requesting to accelerate the project implementation progress.
Quang Tri Provincial People's Committee requests the Department of Finance to preside over and coordinate with the Department of Construction, Department of Agriculture and Environment and related units to study and evaluate the situation of disbursement, construction, and site clearance of the project; advise and propose to the Provincial People's Committee to consider directing the project to be completed on schedule as approved.
