The Ho Chi Minh City People's Committee has just issued a document to implement Resolution No. 24/2025/NQ-HDND dated August 28, 2025 of the Ho Chi Minh City People's Council on the policy of supporting house rental for cadres, civil servants, public employees and workers in the city affected by the arrangement of provincial administrative units.
The policy applies to cadres, civil servants, public employees, and workers of agencies of the Party, State, the Vietnam Fatherland Front, political organizations, socio-political organizations, and public service units managed by Ho Chi Minh City.
This is a humane move in a transitional period of many difficulties and challenges.
After the merger, many agencies and units in Ho Chi Minh City had to mobilize cadres from Binh Duong, Ba Ria - Vung Tau to the city center. While the current public housing fund is not enough to meet the needs, supporting rent is a timely solution to remove difficulties in housing.
The support levels are reasonably divided, from 4.8 million VND to 10.4 million VND/person/month, depending on the position allowance coefficient. Thanks to that, cadres and civil servants can reduce the burden of costs, stabilize their housing and focus on their work.
In particular, the policy not only applies to cadres under the management of the city, but also extends to central agencies located in the area and full-time National Assembly deputies. This is a way to demonstrate the synchronization in the administrative system, ensuring smooth operation.
It can be seen that supporting rent is a temporary solution, replacing the construction or purchase of new public housing that requires large resources and a long time. In the short term, this policy is reasonable, helping thousands of cadres and civil servants feel secure living and working without interruption due to housing difficulties.
More importantly, the policy also demonstrates the spirit of reform associated with social security, demonstrating practical concern for the lives of cadres and civil servants. The support amount from 4.8 million to 10.4 million VND/person/month not only has material significance, but is also a message of caring for the lives of workers in the apparatus.
However, in the long term, this policy needs to be included in the roadmap for developing public housing infrastructure and sustainable housing strategies.
If only relying on support for long-term rents, the budget will face great pressure (the support policy of the Ho Chi Minh City People's Committee is effective from July 1, 2025 to June 30, 2027, with the actual need to support rental funding in 1,111 cases), while renting a house in the market does not ensure long-term stability.
Therefore, in addition to short-term solutions, Ho Chi Minh City needs to promote the construction or conversion of resettlement housing funds into public housing, or public-private partnerships to develop housing exclusively for officials and civil servants.
Civil servants must settle down to find a career, wholeheartedly working and serving the people. And that is the long-term foundation to retain and stabilize the team, as well as create trust for those who are attached to public service.
